Terms of Reference (TOR)
For the Supply and Installation of Solar PV Hybrid Systems
1. Introduction
The Norwegian Refugee Council (NRC) is an independent humanitarian organization providing assistance, protection, and long-term solutions to displaced persons worldwide. NRC has been operational in Somalia for several years, supporting communities through emergency response, education, shelter, and sustainable development projects.
As part of its commitment to sustainability and energy efficiency, NRC seeks to install Solar PV Hybrid Systems in its offices located in Mogadishu, Garowe, Hargeisa, and Kismayo. This project aims to enhance energy reliability, reduce dependency on fossil fuels, and promote the use of renewable energy sources.
2. Scope of Work
The selected service provider will be responsible for:
- Engineering, Procurement, and Installation of solar PV hybrid systems at NRC offices.
- Supply of High-Efficiency Solar Panels, Inverters, and Battery Systems ensuring optimal performance.
- Installation, Testing, and Commissioning of the complete system.
- Training NRC Staff on system operation and maintenance.
- Providing Maintenance & Support Services post-installation.
Each location will receive a tailored system based on power requirements and operational needs.
3. Technical Specifications
The solar PV hybrid system should meet the following specifications:
- High-efficiency monocrystalline/polycrystalline solar panels.
- Hybrid inverters with grid-tied and off-grid functionality.
- Deep-cycle lithium or gel batteries for energy storage.
- Mounting structures, charge controllers, and cabling meeting safety standards.
- Smart energy management system for performance monitoring.
Each office’s system capacity and components will be detailed based on the Bill of Quantities (BoQ) for respective locations.
4. Project Timeline

The interested service providers must meet the following criteria:
- Proven experience in designing and installing solar hybrid systems.
- Technical expertise in solar PV, battery storage, and inverters.
- Previous experience working on humanitarian or institutional projects.
- Compliance with Somalia’s electrical and safety regulations.
- Ability to provide ongoing maintenance and technical support.
7. Budget and Cost Breakdown
A detailed cost breakdown must be provided, outlining:
- Cost of equipment, installation, and labor.
- Warranty and maintenance package.
- Any additional logistics or import costs.
8. Monitoring and Evaluation
NRC will ensure project success through:
- Regular progress reports from the contractor.
- Quality assurance checks during and after installation.
- Performance assessment of the installed system.
9. Compliance
The project must adhere to NRC’s environmental sustainability policies and Somalia’s renewable energy regulations. All components used should be certified for safety and durability.
