Prequalification for Monitoring and Evaluation Consultancy Services in Somalia and Somaliland
Background:

Plan international has started programmes in Somalia/Somaliland that focuses on child protection, education, youth economic empowerment programming, food security, health and nutrition, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.
Objectives of the EOI:
To inform and improve its programming and asses impact of our interventions, Plan International relies heavily relies on the qualitative and quantitative data collection and analysis. In view of this, Plan International Somalia/Somaliland wishes to identify firms/companies or/and Individual Consultants with monitoring, and evaluation and research experience in Somalia and Somaliland.
Plan International invites Monitoring, Evaluation and Research consulting companies, for the provision of MERL services to Plan International Somalia/Somaliland. Selected companies or individual consultants will be integrated into the Plan Somalia/Somaliland pool of consulting firms or roster and will be invited to tender whenever assignments come up.
An eligible company must meet the following criteria to be considered for the inclusion in the prequalified of consulting M&E firms should have Extensive experience (5 years) in conducting and managing assessments, evaluations, baselines, impact studies, feasibility studies, rapid assessment, and PDM. It Should have consultancy experience in the following sectors: child protection, livelihood/food security, education, health and nutrition, gender, WASH. The Consultancy or Individual consultant must have very good knowledge Somalia/Somaliland context and diverse networks with local communities and authorities, NGO, private and public sector.
Mandatory pre-qualification requirements for Firms/Companies
a. Prequalification application form (you can find the application form below)
b. Company Profile
c. Valid business license registration issued by the relevant ministries in Somalia or/and Somaliland
d. Tax Clearance Certificate from the relevant ministry
e. Company financial stability (Bank statements) for the last 6 months
f. Three copies of evidence of past experience singed previous service or long-term contracts /Purchase Orders with a Formal reference from at least 3 other organisations
g. Core Staff CVs
h. Contact Information of the business manager/owner
i. Declaration form (You can find the declaration form below)
j. The firm must have an office working space
k. Portfolio of previous works
Criteria for Individual Consultants
a) CV and letter of expression of interest
b) Sample of three recent reports
c) Recommendation letters from the previously contracted clients with their contract
d) Formal references from at least 3 other organisations with professional emails
e) Portfolio of previous works
f) Declaration form (You can find the declaration form below)
g) Prequalification application form (you can find the application form below)
How to apply
1. The interested and qualified companies shall prepare the company eligibility documents, Sign and Stump each.
2. All interested and eligible M&E and Research companies or individual consultants must submit the above required documents in soft copy to this email: Som.Procurement@plan-international.org
3. Hardcopy documents of the interested and eligible M&E and Research companies or individual consultants can also be submitted through the Tender Box at Plan International Office, Hargeisa, Jigjiga yar Near Sacaadadiin Supermarket and signing the receipt form / Tender Collection Form.
4. Applications must be received on or before 19th March 2025.
Please Note:
1. For submission of the documents, individual consultants and consultancy firms may choose either the Tender Box or email. Submitting through both methods (dual submissions) is not permitted.
2. Documents with validity dates must be valid at the time of submission. Expired documents will not be accepted.
3. Do not forget to attach the Declaration Form and Prequalification Application Form with a signature and stamp.
