The TVET Specialist will be responsible for overseeing the technical and vocational education and training (TVET) component of the World Bank-funded “Somalia Empowering Women through Education and Skills ‘Rajo Kaaba’ Project” in Galmudug, ensuring that training programs in vocational tracks (e.g., agriculture, childcare, fisheries, etc) are relevant to the local labor market and effectively contribute to youth employment opportunities. The specialist will also ensure that the intersections between gender and education are adequately integrated in the evaluation design and methodology, data collection instruments and procedures, data analysis, and reporting of the evaluation deliverables.
This role is contingent upon the successful securing of funding for the project.
Responsibilities:
- Design and implement vocational training programs that meet the needs of both local communities and the broader labor market.
- Develop strong partnerships with local businesses, government agencies, and other stakeholders to ensure vocational training programs are demand-driven.
- Provide technical expertise on TVET curriculum development, ensuring training aligns with market demands and skills development standards.
- Conduct capacity-building activities for local trainers and facilitators to ensure effective delivery of TVET programs.
- Coordinate with the Ministry of Education and other partners to ensure the integration of vocational training with the broader education system.
- Monitor and evaluate the effectiveness of TVET programs and adjust strategies as needed to meet employment outcomes.
- Ensure that TVET training materials and practices are inclusive of gender and vulnerable groups, including people with disabilities.
About you
To be successful in this role we expect you to have: –
- A minimum of 10 years of experience in technical and vocational education strengthening, workforce development, women’s skills development, and youth development, in Somalia or countries with similar contexts.
- Advanced degree in Engineering, Education, Economics, or a related field.
- Experience developing and implementing effective capacity-strengthening models and approaches for organizations and individuals.
- Strong knowledge and understanding of the economic, and educational contexts of women and youth in Somalia.
- Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including, Government departments, donors, the private sector, and community-based institutions.
- Excellent leadership and interpersonal skills including conflict resolution abilities.
- Bring relevant international experience and research to assist in developing local solutions, on issues such as strategies to improve foundational literacy and numeracy outcomes, teacher quality and management efficiency, STEM, infrastructure, TVET and skills in priority areas, quality improvement and financing of higher education, and public private partnerships.
- Demonstrated ability to think strategically, plan and manage your own time effectively, prioritize and meet deadlines.
- Sound understanding and experience in protection mainstreaming and Age, Gender, and Diversity (AGD) mainstreaming, Accountability to Affected Populations (AAP) and Prevention of Sexual Exploitation and abuse (PSEA).

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on national contract.
