Overview of position	Somalia Urban Resilience Project II (SURP II) is a municipal governance & infrastructure development project financed by the World Bank & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia. The government of Somalia, through the Benadir Regional Administration (Mogadishu) representing multiple cities has selected our client to provide the consulting services for the urban transport infrastructure works to be executed by the Project Implementation Unit (PIU) of the respective municipalities under the project. The works involve construction of urban roads to bitumen standards, construction of bridges / drainage works & installation of streetlights, by the contractors engaged by the respective PIU. Our client assists the PlU’s in the contracts management, supervision of works implementation by the contractors as well as in other technical areas related to the project activities. The scope of our clients engagement is to provide technical assistance to the PlU’s in the works implementation & contracts managements in the areas of design review, technical supervision, performance monitoring, quality control etc., as well as contributing to PlU’s capacity building.
Role objectives	The Resident Engineer will be responsible for providing technical assistance to the PIU of the assigned city in the implementation of SURP II work activities as per the design drawings, specifications & in compliance with the approved safeguard standards, specific responsibilities include: Assess the design & contract documents made available by the PIU’s including the detailed engineering design report, reference design input records, design drawings & specifications, bill of quantities & the contract documents for the completeness, the quality & advise PIU for any actions that may be required. Review the contractor submitted work plans & the contract execution documents & advise the PIU for appropriate actions. Support PIU in the supervision of the roads construction works, execution of quality assurance activities & manage implementation of the approved environmental social management plan activities at site. Assist the PIU in the assessment of the contractors progress claims for payments, delay claims, variation requests etc. Supervise our clients team working directly under the Resident Engineer & overall management of resources assigned to the supervision team. Participate in site meetings organised by the PIU & assist PIU to prepare site instructions & variation orders. Represent our client at the site, maintain work activities records, prepare periodic quality control & progress reports. Ensure skills transfer & on the job training opportunities for the counterpart staff provided by the government. Advise PIU regarding the Health, Safety, Security & Environment (HSSE) requirements & procedures to be followed at site. Undertake other tasks related to the roads construction activities, as requested by the Supervising Engineer. Expected output include but are not limited to: Design documents & contract documents assessment report. Contract management plans Reports on the contractor submitted work plans, design modification proposals, progress / variation claims etc. Keeping all project documentation available to our client. Contract close out report.
Project reporting	This role reports to the line manager.
Key competencies	Bachelor’s or a higher degree in civil engineering is required, post graduate qualifications in areas relevant to the position requirements is desirable, a master’s degree would be an asset & may compensate for 2 of the required years of experience. Registration as a Professional Engineer with a recognized institution is required. Minimum of 7 years of civil engineering experience is required including substantial experience in urban roads construction supervision or / & construction contracts management. Working experience in Somalia is desirable. Excellent command of the English & Somali languages (oral & written) are required.
Team management	This role has no team management responsibility.
