Job Description:
Grant / Project Management
- Lead the implementation of projects at the field level, ensuring that the programme’s ultimate, intermediate and immediate Outcomes are achieved.
- Plan, direct and co-ordinate activities of the project in collaboration with relevant stakeholders.
- Coordinate and manage project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Lead project sub-grantee (partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
- Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
- Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
- Gather and compile project reports from project officers/coordinators, and prepare overall performance progress reports detailing achievements against plan and variance on a regular basis.
- Provide to the project team with standard documents/tools to ensure standardised approach to the operations.
- Design strategies, create partnerships and interventions to ensure project activities and implementation strategies are following donor requirements. Ensure strong communication and coordination with all team members as a means to effectively achieve program
Staff Management & Supervision:
- Supervise project implementation staff to ensure the intended objectives are attained.
- Ensure competent and motivated staff are hired in time and retained.
- Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring that there is opportunity for staff feedback.
- Ensure proper technical capacity of staff through training and performance management to project staff
- Direct and motivate the project team(s) to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the project.
- Manage staff performance through regular appraisals, performance reviews and clear with objectives.
Budget Management;
- Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
- In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
- Manage project start-ups; project closing and ensured project deliverables achieved within time, cost and scope.
- Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations..(be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
- Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;
Monitoring, Reporting, Documentation & Knowledge Management;
- Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
- Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
- Track project deliverables using appropriate project management tools
- Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
- Submit timely accurate and quality reports that meet donor requirements.
- Constantly monitor and report on progress of the project to all stakeholders
- Working closely with the TU, lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
- Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
- Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning:
Donor Relations & Engagements;
- In coordination with PDQA represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.
- Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.
- Maintain open communication with sub-grantees, other INGO’s, UN agencies and other relevant external partners regarding project initiatives for enhanced coordination
Safeguarding
•Adhere to strict child and adult safeguarding policy and protection principles integrated in your daily duties and ensure you strictly support humanitarian protection specific to your sector.
•Adhere to strict behavior protocol that is signed on onboarding after protection and safeguarding induction.
•Report safeguarding allegations and incidents in ethics point and to all other provided channels.
•Create a safeguarding environment in the project and support your staff/team to report and make use of the WVS (SIPP)safeguarding incident management plan and ensure you and your staff utilize the Check list for intake of information for GBV incident to refer incidents for redress.
- Use the flash incident report to flag issues leadership as per ERM framework.
Required Professional Experience
At least five years of experience in project management, people management, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs. The incumbent must possess strong and demonstratable experience in the management of Contracts as opposed to grants.
Required Education, training, license, registration, and certification
Bachelor’s degree in Environment, agriculture, Development studies, or another relevant field preferred.
Preferred Knowledge and Qualifications
Proven ability to manage complex partnership relationships/consortiums including effective coordination with host country government
Experience in partnership building and coordination with the donors, private sector, NGO and local community organizations, include experience in the management of contracts.
Experience and familiarity with a number of donor requirements, e.g. WFP; AFDP, FAO; UNHCR; UNICEF; DFID; EU; GF; USAID grants management.
Fluency in English.
Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
Positive collaboration and facilitation skills; Leadership of large and diverse teams; Diplomacy
Proven experience in proposal writing and project reporting
Specific trainings on donor requirements e.g. DEC, G2G training, GoG Training, EuropeAid training and Security training
Must be able to build collaborative relationships, network and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes Strong analytical skills and high-level technical proficiency with Microsoft Word, Excel and PowerPoint, with ability to use these tools to collect and analyse immunization program data.
Good business-oriented verbal, visual and written communication skills.
Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management
Travel and/or Work Environment Requirement
50 % Domestic, with some international travel, as required.
