Wamo Relief and Rehabilitation Services (WRRS) is a humanitarian organization committed to alleviating human suffering and enhancing resilience in Somalia. WRRS focuses on providing integrated support in food security, water, sanitation, nutrition, health, safety nets, peacebuilding, and livelihoods, with a particular focus on vulnerable groups, including internally displaced persons (IDPs), women, youth, and persons with disabilities.

Position Overview:

WRRS is seeking an experienced and dedicated Project Manager for its Floods Recovery Shock Response Project in Afmadow and Badade Districts, Somalia. The Project Manager will be responsible for overseeing the successful implementation of the project, ensuring recovery activities are delivered efficiently, and providing support to affected communities. This position requires strong leadership, experience in disaster recovery, and the ability to coordinate with multiple stakeholders.

Key Responsibilities:

  • Project Implementation: Lead and manage the implementation of the Floods Recovery Shock Response Project, ensuring timely delivery of recovery interventions in line with the work plan, objectives, and budget.
  • Coordination: Coordinate with local authorities, donors, and stakeholders to ensure the alignment of recovery activities with community needs and national response frameworks.
  • Monitoring & Reporting: Oversee monitoring of project activities, track key performance indicators, and prepare regular progress reports for the Executive Director, donors, and partners.
  • Budget Management: Ensure the project is implemented within the allocated budget, ensuring proper financial oversight and compliance with donor regulations.
  • Team Leadership: Provide leadership to project staff, including guidance, training, and mentorship to ensure smooth execution of tasks and a collaborative working environment.
  • Risk Management: Identify risks and challenges related to the recovery response and implement strategies to mitigate or resolve them.
  • Safeguards and Social Risks Management: Ensure the project complies with safeguards policies and procedures, including identifying and managing social risks associated with the recovery process.
  • Communication and Citizen Engagement: Lead communication efforts with communities and ensure active citizen engagement throughout the project, fostering participation and feedback.
  • Monitoring, Learning, and Evaluation (MLE): Oversee the MLE of the project, ensuring that lessons learned and project data are captured to inform future programming and improve the effectiveness of the recovery efforts.
  • Stakeholder Engagement: Maintain regular communication with local communities, government representatives, and humanitarian partners to ensure coordination and maximize the impact of recovery interventions.
  • Capacity Building: Provide technical support and capacity building for staff on recovery strategies, particularly related to food security, nutrition, and livelihood restoration in the post-flood context.

Skills and qualifications

  • Education: Bachelor’s degree in Disaster Management, Project Management, International Development, Public Health, or a related field. A Master’s degree is an added advantage.
  • Experience: Minimum of 5 years of experience in disaster response or recovery programming, including managing flood recovery interventions in a humanitarian context.
  • Skills:
    • Strong experience in managing recovery projects, especially related to natural disasters (e.g., floods).
    • Ability to implement food security, nutrition, and livelihood restoration interventions in post-disaster settings.
    • Experience in managing social risks and implementing safeguards in humanitarian programs.
    • Excellent leadership and team management skills.
    • Strong understanding of humanitarian programming, including coordination with donors, government, and other partners.
    • Proficiency in budget management and financial reporting.
    • Strong analytical, problem-solving, and decision-making skills.
    • Knowledge of the humanitarian response framework and monitoring systems.
  • Languages: Fluency in written and spoken English and Somali.
  • Personal Characteristics:
    • Ability to work under pressure, manage multiple tasks, and meet deadlines.
    • Strong interpersonal and communication skills, with an ability to engage stakeholders at all levels.
    • Flexible and adaptable to working in a dynamic and challenging environment.
