Overview of position |
Our client will implement sub-component 3.1 Building Emergency Response Capacity at Hospitals of the Additional Financing for the Somalia COVID-19 Emergency Vaccination Project funded by the World Bank. Our client will rehabilitate six regional hospitals, one in each Federal Member State of Somalia as well as in Banadir. The effort will include developing capacity for blood transfusions, respiratory therapy, triage response, solar powered oxygen, and isolation centers’. Further, it will help upgrade the infrastructure and develop the capacity to manage climate emergencies, including preparedness and response plans, creating a climate emergency hospital response team and upgrading medical capacity to handle the impacts of climate shocks (such as malnutrition, injuries, drowning, and climate-sensitive diseases).

Role objectives |
1. General construction
- Plan and coordinate Mechanical work activities with the Project Engineer.
- Take timely action to prevent potential delays and/or cost overruns that can be avoided.
- Report and recommend remedial actions regarding potential delays and/or cost overruns to the Project Manager
- Provide supervision of the project’s Mechanical work progress and quality for on-time project delivery.
- Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per approved contract.
- Provide data and information about project work to the Project Manager for reporting purposes.
- Provide a monthly report to the Project Manager detailing all project matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Senior Project Engineer.
2. Health, Safety, Security & Environment (HSSE)
- Support the completion of HSSE plans and supporting annexes, as applicable.
- Proactively identify HSSE risks and hazards on site on a daily basis and conduct at least weekly formal HSSE site inspections.
- With the support of the Project Manager and relevant HSSE subject matter experts, identify appropriate corrective / mitigation actions to address HSSE risks and hazards identified through daily site visits, weekly site inspections and incident reports, and when planning for upcoming construction activities
- Ensure preventive / corrective actions are carried over timely, follow up on outstanding preventative and corrective actions from site inspections and incident reports
- Ensure contractor personnel and any site visitors is fully aware of HSSE risks and mitigations measures and follow our clients Safety instructions
- Timely report class 1 and 2 incidents including near misses as per our clients procedures and policies
- Implement all other HSSE requirements including our clients Projects as required per our clients procedures and policies to ensure a safe working environment
3. Feasibility study/needs assessment
- Complete needs assessment, organize preliminary studies and monitor/supervise consultants.
- Support the review of requests for new construction and rehabilitation works.
- Carry out assessments and prepare reports with recommendations for follow up actions.
- Assist the Project Manager in redacting the tender dossier, with particular focus to the technical documents (drawings, BoQ, technical specification and standards).
4. Design Management
- Assist the Senior Project Engineer to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and final stages where applicable.
- Assist the Senior Project Engineer to manage the design plan ensuring deliverables are available on time, and to the required quality.
- Prepare the BOQ for comment and approval by the Senior Project Engineer.
- Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.
3. Construction supervision
- As tasked by the Project manager and Senior Project Engineer, supervise construction mechanical works and administer works execution as per the contractual provisions and the design specifications.
- Ensure quantity/quality control and time schedule consistency.
- Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.
- Support the overall management of works implementation to ensure construction works are completed on time, within budget and to quality standards.
- Provide regular supervision of the project work progress and quality for on time delivery.
- Assist the Senior Project Engineer in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
- Oversee engineering quality control and assurance works etc.

Qualification |
Bachelor’s in Mechanical Engineering (essential). |
Sector experience |

Languages |
Fluent in English (essential).
