Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for SAGAL II project. (1 Position)–Open to Somali Nationals Only

ROLE DIMENSION
Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $100million annual budget and staff over 650 staff.
ROLE PURPOSE
Seconded to the Ministry of Labour and Social Affairs (MoLSA), the MEAL Officer for the SAGAL Project will provide timely and effective support in advancing Monitoring, Evaluation, Accountability and Learning (MEAL) strategies, policies, and practices for the SAGAL project. The role involves designing and strengthening programme monitoring systems, building staff capacity in data analysis and dissemination, and ensuring strong coordination among Save the Children project teams, the Somali Cash Consortium, and MoLSA counterparts.
The officer will also manage complaints and feedback mechanisms to enhance accountability, improve project information sharing, and foster community participation in SAGAL project, while coordinating information management and reporting systems to ensure accuracy and transparency.
Additionally, the post holder will support the Area Evidence and Learning Manager in implementing the MEAL strategy across the Southern States of Somalia, with a particular focus on the SAGAL Project. By delivering an effective MEAL function, the officer will play a pivotal role in expanding Save the Children’s programmes in the assigned area, thereby increasing impact and enabling positive, sustainable change for children.

QUALIFICATIONS & EXPERIENCE
- At least Higher Diploma Qualification or Bachelor degree Social Science/ Statistics/Economics/Public Health
EXPERIENCE AND SKILLS
Essential
- Minimum 2-3 years of practical experience in M&E system coordination/implementation in an international non-governmental organization or other international relief/development body; or Master’s degree with humanitarian program experience
- Familiarity with MEAL systems of SCI and experience in leading team on implementation of such system.
- Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E method and analyse and disseminate complex information to a range of stakeholder audiences.
- Practical knowledge or experience of working in humanitarian response and recovery at a technical senior level position.
