Invitation to Bid

The Central Bank of Somalia (CBS) hereby invites eligible, qualified, and experienced national and international vendors to submit sealed bids for the Supply and Delivery of Veeam Data Platform Advanced Universal Subscription License and Veeam Backup for Microsoft 365. This procurement forms part of CBS’s strategic investment in strengthening its IT infrastructure, improving data resilience, and enhancing cybersecurity standards in line with international best practices.

The tender is issued in accordance with the Central Bank of Somalia’s procurement guidelines and regulations, ensuring transparency, accountability, and fairness throughout the process.

The deadline for submission of bids is 15th October 2025, at 5:00 PM East Africa Time. Bidders are strongly advised to ensure their submissions are complete, signed, stamped, and sent electronically to the designated address before the deadline.

Scope of Supply

The successful bidder will be required to supply and deliver the following items:

Veeam Data Platform Advanced Universal Subscription License
- Product Code: V-ADVVUL-0I-SU1YP-00
- Enterprise Plus Edition features included
- 10-instance pack, one-year subscription
- Quantity: 4 licenses
Veeam Backup for Microsoft 365
- Product Code: V-VB0365-0U-SU1YP-00
- One-year subscription
- Coverage for 300 users

The vendor must ensure delivery of licenses within two to three weeks following the issuance of a purchase order or signing of the contract.

Eligibility Criteria

Bidders must provide evidence of their eligibility by submitting the following mandatory documents:

A valid company registration certificate from their country of operation.
A valid and up-to-date Tax Clearance Certificate.
A comprehensive company profile with verifiable contact details, physical address, and proof of capacity.
At least four (4) contracts for similar supplies or services executed in the past, preferably with reputable institutions. These will be subject to verification if required.
A bank statement covering the last six (6) months, demonstrating an account balance equivalent to at least 20% of the total quoted amount.

Failure to provide any of the above documents will result in automatic disqualification.

Evaluation Criteria

The evaluation process will be carried out by CBS’s Procurement Evaluation Committee. The bids will be assessed in three stages:

Administrative Evaluation – compliance with submission requirements and mandatory documentation.
Technical Evaluation – assessment of the proposed solution, responsiveness, support capability, and adherence to specifications.
Financial Evaluation – analysis of cost competitiveness and alignment with budgetary provisions.

Award of the contract will be based on the most responsive and competitive offer that provides value for money, ensures timely delivery, and demonstrates strong after-sales support capacity.
