JOB CONTEXT:
Through HI projects, various aspects of inclusive humanitarian action (IHA) have been explored, including on how to collect quality data on disability, inclusive communication, and exposure to various frameworks such as the IASC guidelines on inclusion of persons with disabilities in humanitarian action and the CRPD. The interest of humanitarian/ mainstream actors in disability inclusion has been raised and continues to gain momentum. These interventions are also designed to produce some lessons learned and good practices for replication in the future, and to influence more actors towards being more inclusive in their response.
The Inclusive Humanitarian Action Specialist is under direct line management of the Somaliland & Somalia Country Manager and works closely with the Project Manager, Project Officers, and Senior MEAL officer for supporting quality implementation of the project based on needs, linked to the global IHA projects funded by German Federal office (GFFO) and ECHO.
YOUR MISSION:
Your main missions will be:
- Expertise
- Contributes to the regional strategies in line with the global strategies
- Ensures technical support to projects in line with the global technical frameworks and standards in his/her sectoral scope
- Ensures technical learning from projects
- Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her scope
- Ensures compliance of the technical proposition with nexus stakes
- Contributes to the development of research and innovation projects in the region when relevant, in his/her sectoral scope
- Contributes to the Technical Divisions’ professional channel animation
- Influence
- Contribute to the local external prestige and influence of HI’s expertise in its sectoral scope (representation role, advocacy, external communication)
- Business development
- Ensure the development of major opportunities or new projects in the region under his sectoral scope (context analysis, design , and contribute to new projects, identify & transform major opportunities, develop local partnerships)
- YOUR PROFILE:
- You hold a Master’s level education in social science or a similar field
- You have at least 3 years of experience in humanitarian work experience with a technical experience in Disability inclusion in humanitarian action
- You master designing and providing capacity development (training, coaching, learning, etc.)
- You know international core standards and guidelines related to protection and disability inclusion in humanitarian and development settings. You are fluent in English (written and oral, professional level)
- Required: Work experience in a highly volatile context
- Preferred: Fluency in the Somali language! Experience working in Somalia/Somaliland!
- CHARACTERISTICS OF THE POSITION:
- Accommodation in Mogadishu: Individual accommodation in a secure compound shared with Polish Humanitarian Action (PAH). The guest house is pleasant; HI has one self-contained accommodation room, and the other spaces are shared with PAH expatriates.
- Use of public transport is strictly prohibited both in Hargeisa and Mogadishu.
- Isolation/ Social Life: A very conservative country, with very limited access to cultural or sports activities.
- Curfew times for international staff are in force from 17:00 until 7 am, and no access to alcohol. Travel bags can be controlled at the airport, so there is a need to be very careful while packing.

- 8 months international contract starting from 15 July 2025 (Extendable, as we expect new funding to become available at the start of 2026)

- Repatriation insurance is paid by HI
- Salary from 2750€ gross/month upon experience
- Perdiem: 550€ net/month – paid in the field
- Hardship: 500€ net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: 5 days every 8 weeks
- Position: unaccompanied
- Payment for travel costs (air ticket & visa) and transport of your personal effects
