Job Description:
General Responsibilities
- Oversee all aspects of commodity tracking and reporting systems: CTS, ITS, LMMS, and SCOPE.
- Ensure accurate and timely reporting of all commodities distributed through relief programs.
- Collaborate with HIRS, field teams, CTS Assistants, and external partners to ensure accountability at all stages of the supply chain.
- Train and build capacity of field staff to ensure compliance with donor requirements and organizational standards.
- Conduct regular field visits to support operations and ensure proper documentation.
1. Commodity Reporting and Accounting
- Prepare LMMS, CTS, and SCOPE reports and share with relevant departments.
- Collaborate with CTS Assistants and HIRS to address all system-related issues.
- Review commodity reports from district sites to ensure accuracy and completeness.
- Ensure monthly Commodity Status Reports are based on verified and reliable data.
- Oversee and troubleshoot LMMS/ITS system connectivity and operational issues.
- Ensure functionality in beneficiary registration, enrollment, household updates, and distribution processes.
- Support field teams in uploading data to permanent repositories when necessary.
- Train and supervise CTS Assistants and Field Monitors on system use and compliance.
- Maintain full documentation trail from WFP/port to end beneficiaries.
- Conduct regular field visits to verify LMMS, CTS, and SCOPE records.
- Perform physical inventory checks to reconcile book and actual stock balances.
- Maintain signed and complete hard copy reports for audit and compliance.
2. Monthly Stakeholder Meetings
- Organize regular coordination meetings with WFP, UNHCR, and other partners.
- Ensure all CSR, RSR, and LSR reports align with beneficiary lists and include narratives, challenges, and corrective actions.
- Conduct both scheduled and unscheduled field visits to ensure compliance and resolve issues promptly.
- Provide on-the-spot training during field visits if technical or compliance issues arise.
3. Review of Field and CTS Reports
- Review CTS reports to ensure alignment with:
- Beneficiary distribution lists
- Supporting documents: DCVR, TIR, Waybills, Food Monitor reports, Loss Reports
- Ensure all variances (losses, returns, excess) are accurately reflected in CTS.
- Conduct thorough checks to ensure completeness and accuracy of field documents.
- Verify that all reports are signed, reviewed, and approved by the appropriate supervisors.
4. Generation of Commodity Summary Statements (CSS) and Invoices
- Prepare CSS showing actual quantities of food distributed each month by project.
- Ensure CSS aligns with CSR and RSR reports for each month.
- Prepare monthly invoices for commodities distributed, ensuring consistency with CSS, CSR, and RSR.
- Submit invoices to WV and WFP Sub-Offices for approval.
