1. BACKGROUND OF THE PROJECT
The Ministry of Education Culture & Higher Education is implementing the Somalia Empowering Women Through Education and Skills (Rajo kaaba) financed by the World Bank. The Project Development Objective (PDO) is to improve literacy and numeracy skills of women in selected areas and to prepare women for leadership roles. To achieve these objectives the project is comprised of the following three components: Component 1. Skills for Life and Labor Market Success. This component will support adolescent girls and women to acquire basic literacy and numeracy skills, cross-cutting socio-emotional and life skills, and skills to improve their livelihoods. Component 2: Higher Skills Development for Women’s Leadership. This component will create a consortium of women’s colleges and women’s development centers to expand women’s higher education access and leadership development opportunities; and Component 3: Technical Assistance and Project Management. This component aims at supporting systems strengthening efforts, technical assistance, and project management, including on data systems, policy, and strategy development, remote delivery of services, monitoring and evaluation, and capacity building at federal and state level.
The Ministry of Education intends to hire a qualified five (5) GBV officers to be based in Banadir, Jubbaland, Southwest, Hirshabelle and Galmudug. The GBV officers will be responsible for ensuring that, the implementation of the SEAH prevention and response action plan and building on global best practices on addressing risks of GBV within the Somalia Empowering Women Through Education and Skills.
2. Responsibilities: The GBV officers will be responsible for providing technical support and guidance to identify options for GBV-sensitive requirements for key activities, including safe, confidential and effective project GBV/SEAH grievance mechanisms (GM), stakeholder engagement and regaular safety mapping and audits. He/She to the extent feasible will develop or review referral pathways and protocol for GBV response services and support efforts to complete mapping of existing/available GBV service providers. Provide capacity-building and training to project PIU teams including contractors and IPs on (a) GBV/SEAH risk management including the CoC, (b) how to safely respond to a disclosure of GBV, including SEAH and (c) how to utilize existing referral pathways. S/he will Support the monitoring of indicators of the SEAH prevention and response action plan, ensuring compliance with the guiding principles regarding confidentiality and safety in the ethical collection, storage and sharing data related to GBV/SEAH complaints. Skills and qualifications
1. Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- A degree in sociology, or community development, or gender. Having Diploma in the relevant qualification is an added advantage.
- Minimum of 3 years relevant professional work experience in Somalia, with a focus on violence against women and children, gender and GBV prevention and response measures, including sexual exploitation and abuse.
- Operational experience implementing a GBV risk mitigation approach with non-GBV programme areas/sectors, highly encouraged.
- Operational experience at the country/regional level in the direct implementation of programming related to violence against women and children, sexual exploitation and abuse, GBV, gender, child protection
- Strong interpersonal skills and the capacity to apply a survivor-centered approach to support, guide, listen, assess, plan and follow up on services and survivor support.
- Experience in delivering gender-sensitization training to a wide range of audiences including in challenging environment
- Excellent computer skills: MS Word, Excel, PowerPoint and the internet.
- Good communication, analytical, writing skills, excellent proficiency in English and Somali and strong ability to write reports is required;

2. REPORTING
The GBV Officer will report to the Project Coordinator/ Project focal point of the Rajo Kaaba PIU, and will closely work with the FGS GBV Specialists. He/she will also work under the guidance of the Director General, of the respective Ministry of Education.
3. TIMING Duration of Assignment:
The GBV officers shall be contracted for an initial one-year period.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
