The Norwegian Refugee Council (NRC) is inviting qualified consultancy firms to submit proposals for providing Consultancy Services for a Longitudinal Impact Evaluation of the URBANISE Project in Somalia.
Project Context
The URBANISE Project, led by the BRCiS Consortium (Save the Children, NRC, GREDO), aims to enhance climate resilience and self-reliance of urban displaced communities across five Somali cities. The evaluation will adopt a longitudinal, mixed-methods approach across the project lifecycle (baseline, midline, endline) using contribution analysis methodology.
Scope of Work
The selected consultant will:

Co-develop and implement a pre-post impact evaluation and contribution analysis framework

Design and support quantitative and qualitative surveys (including tools and quality assurance protocols)

Train implementing partners in data collection methodologies

Analyze and report on logframe KPIs (e.g., Self-Reliance Index, Climate Resilience Index, LCSI)
-
Develop a customized Urban Climate Resilience Index

Facilitate in-person dissemination workshops (Mogadishu)

Deliver high-quality baseline, midline, and endline reports, presentations, and learning briefs
Eligibility Criteria
Only consultancy firms (not individuals) are eligible. Firms must demonstrate:

At least 5 years of experience in mixed-method longitudinal evaluations

Expertise in contribution analysis and outcome harvesting

Experience in fragile/urban contexts, ideally within Somalia or similar regions
-
Qualified team members with advanced degrees in relevant fields (development, climate resilience, etc.)

Familiarity with donor-funded project evaluations, preferably Danish-funded
Required Documents
Bidders must submit:

Cover letter introducing the consultancy team and roles

Technical proposal (max 15 pages) outlining evaluation design, methodology, sampling, and timeline

Financial proposal (including consultancy fees, travel, and logistics costs)

Resumes of all team members

Samples of previous similar work (minimum two)

Copy of company registration and tax certificate

Bank statement showing a balance of at least $50,000 USD (last 3 months)

Submission Instructions
Proposals must be submitted electronically through NRC’s digital procurement system before the deadline. Late submissions will not be considered.
Evaluation Criteria

Technical Proposal: 80 points (methodology, team qualifications, experience)
-
Financial Proposal: 20 points (budget clarity and cost-effectiveness)
