The Cash & Voucher Assistance Specialist. will use their technical expertise to lead CVA strategy development and technical design to implement high quality programs in emergency and recovery programs. This position will support the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across program teams and partners. The CVA Specialist works closely with the program teams, including partnerships and provide technical guidance for Cash Voucher Assistance activities. This role will ensure the effectiveness and quality of Cash & Voucher Assistance activities by streamlining technical approaches, harmonizing tools, and ensuring the implementation of high-quality, timely, and accountable interventions.
The Cash & Voucher Assistance Specialist will work closely with Emergency Response Manager, Economic Recovery Manager, Protection Manager, other sectoral program colleagues, Area Managers, Supply Chain team, Head of Programs, Grants and Program Quality and Development Manager, Partnership Manager and MEAL. This role involves rigorous assessment, design, monitoring, and reporting, with a keen focus on improving the livelihoods of IDPs and host communities through multi-purpose and sector-specific cash-based programming, and provide support for high quality NFI distribution.
The specialist will work under the line management of the Emergency Manager and the technical line management of the CO Emergency Manager and Economic Recovery Coordinator. The Specialist will also foster strong partnerships with key stakeholders, including local and national authorities, to ensure the success and sustainability of CVA and first line NFI activities. He/she will work with Supply Chain and Cash & Vouccher Assistance service providers/partners and suppliers and financial service providers for targeting, distributing, verification and monitoring of all CVA interventions. This position will support and contribute to proposals, pipeline projects, concept notes, reports and standard operating procedures and strategic documents
The Cash and Voucher Assistance Specialist is expected to represent DRC in Cash Working Group meetings, and other relevant coordination meetings. The Cash Voucher Assistance Specialist will provide technical lead on Cash & Voucher Assistance issues related to DRC engagements with Somali Cash Consortium (SCC).
Your main duties and responsibilities will be:
Programming and Operations:
- Serve as the focal point for all Cash & Voucher Assistance programs, including emergency, protection and economic recovery, ensuring the adoption of best practices and achieving optimum results
- Serve as a focal point for emergency pipeline stock, including replenishment requests, reporting and contract agreements, and donor guidelines
- Ensure implementation of emergency activities including cash/voucher programming in accordance with donor guidelines, DRC guidelines, program objectives and accountability principles
- Strengthen DRC’s cash and voucher programming, by reviewing existing programs, conducting rapid market assessments, and value chain analysis to identify improvement areas
- Train and capacity build staff across area offices, and mentor on cash programming. Ensure program staff are up to date on CWG and DRC cash best practices, updated guidance, and actively contributes toward coordination meetings
- Collaborate with the Information Management unit for efficient management of beneficiary databases, ensuring data compliance and operational efficiency
- Contribute to the development of harmonized Standard Operating Procedures (SOPs) and toolkits relevant to Cash & Voucher Assitance programming
- Ensure technical excellence in CVA implementation through real-time support to staff, frequent field visits, and adherence to global minimum standards (e.g., CalP network)
Support
- Ensure CV delivery plans are prepared by relevant teams and shared with Finance, Supply Chain and Safety in a timely manner
- Identify staff training needs and provide capacity building to ensure effective delivery of CVA programs
Representation:
- Support coordination with humanitarian actors and local authorities to enhance program implementation and impact
- Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, other international organizations, in coordination with the other team members
- Ensure DRC’s principles and approaches to emergencies are taken into consideration into the DRC integrated first line response
- Represent DRC as delegated at Cash WG meetings, SCC meetings and other relevant technical

About you
To be successful in this role we expect you to have: –
Required
- Minimum 3 years of practical Experience working with Cash and Voucher programming
- Minimum 3 years of practical Experience working with first line NFI distribution
- University Degree in social science, international development, economics, or political science.
- Minimum 5 years of practical experience working for an INGO or similar organization
- Strong experience of supporting humanitarian preparedness, emergency response and recovery
- Knowledge of market-based programming and market analysis tools
- Field experience in the Area
- Demonstrable understanding of M&E, beneficiary accountability and learning
- Excellent skills in MS Office (Word, Excel and PowerPoint)
- Experience in working with ODK, Kobo and data analysis
- Fluency in English
- Fluency in Somali
