Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
This position’s grade level is SC-10.
Reporting Lines
Under the overall supervision of the FAO Representative for Somalia, and the direct supervision of the Emergency Coordination Specialist.
Technical Focus
The incumbent will ensure the quality of the planning, implementation, and follow-up of all technical aspects of the sector are implemented.
Tasks and responsibilities
• Supervise the registration and profiling of Cash for Work (CfW) beneficiaries; mainstream and encourage the equal participation through assessment tools and selection criteria.
• Supervise the CfW activities’ performance, ensure compliance with the work plan through frequent field observation visits, and provide technical support and guidance to the CfW whenever needed.
• Liaise with field engineers and potential contractors on CfW project implementation to ensure and supervise the identification of work sites and infrastructure based on a community-based approach.
• Coordinate with the CfW unit to establish, document and organize and maintain up to date of clear work plans for community based CfW projects, including community infrastructure projects., in line with project and budget documents.
• Conduct and document regular monitoring visits to different ongoing CfW projects, ensuring full and continuous documentation of progress.
• Contribute to the visibility of the project implementation through ensuring utilization of visibility materials and conducting interviews with beneficiaries according to FAO code of conduct.
• Supervise and support the payment of beneficiaries and report to the CfW unit on bottlenecks or delays.
• Ensure adherence to the monitoring and evaluation system of the project and contribute to the data collection as needed.
• Supervise outreach activities, socialization campaigns and other activities associated with the project in the project implementation areas.
• Maintain and foster positive working relationships with the local authorities, beneficiaries, and other stakeholders such as local communities, services providers etc.
• Identify new areas of operations for Cash for work projects and conduct relevant assessments requested by the Cash for Work Unit and Emergency Coordinator in the target areas.
• Liaise with other relevant humanitarian actors in the area for coordination of work.
• Enhance the quality of Cash for work programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, and innovation etc.
• Collaborate in the assessment for all civil structures related to building works to appraise the condition of existing structures (Market shelters, Abattoirs, Slaughterhouses, Fisheries Infrastructure, Water systems, roads, canals, etc.).
• Supervise field data collection on all relevant subjects related to the structures –water, survey etc.
• Collaborate in tendering for the infrastructures.
• Preform evaluation of tender documents.
• Perform any other duties as assigned by the supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in civil/ irrigation/ water engineering, or other relevant discipline from a reputable institution.
• At least 6 years of relevant experience with bachelor’s degree experience as Construction Engineer and experience in construction supervision and quality assurance for construction work
• or 4 years of working experience with master’s.
• Working knowledge (level C) of English and Somali.
• National of Somalia.
