ADRA Somalia, as the lead grantee of the Education Cannot Wait (ECW) Multi-Year Resilience Programme (MYRP II), seeks to engage a qualified consultant to conduct a baseline survey across six target districts in Somalia.
The baseline study will generate comprehensive, disaggregated, and actionable data on access, quality, equity, protection, and resilience in education, establishing benchmarks to guide the MYRP II implementation. The findings will inform evidence-based planning, monitoring, and accountability across the programme consortium.
Key Responsibilities

Design and implement a mixed-method baseline data collection approach.

Assess education access, quality, teacher capacity, infrastructure, and institutional readiness.

Conduct rigorous data analysis and present validated findings.

Develop a monitoring and evaluation (M&E) framework and strengthen local capacity in education data systems.
Consultant Profile
-
Postgraduate degree in Education, Social Sciences, or a related field.

Demonstrated experience in education research and baseline assessments.
-
Strong understanding of Education in Emergencies (EiE) and the Somali education context.

Excellent analytical, facilitation, and report writing skills.
Eligibility Criteria
Interested firms or consultants must demonstrate:

Proven experience in mobile and web-based platform development, particularly for learning or entrepreneurship initiatives.

Strong technical capacity supported by a multidisciplinary team (system architect, app developers, UX designer, database, and cybersecurity experts).

Experience in business and financial literacy and understanding of Somali women’s entrepreneurship.

Ability to provide samples of similar digital learning solutions.
