Terms of Reference for Capacity Strengthening on Gender Transformative Programming

1. Background

The German Medical Aid Organisation action medeor e.V., in consortium with arche noVa, Johanniter, WARDI, WASDA, PAH, and SNC, invites qualified consultants to submit proposals for developing and delivering a gender-transformative training package under the PoWEr project. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), this project aims to empower women, girls, and vulnerable groups while enhancing community resilience in South Central Somalia (target regions: Bay, Middle Shabelle, Lower Juba, Mudug, Bakool, Banadir).

2. Scope of Work

The consultant will:

• Conduct a needs assessment to identify knowledge gaps among 80 consortium staff.
• Design a tailored curriculum with interactive workshops (minimum 10 sessions) in Somalia/Kenya.
• Deliver training materials (manuals, slides, case studies) and facilitate sessions for groups of ≤20 participants.
• Provide post-training support (mentoring, refresher sessions) and submit a final evaluation report.

Key Deliverables:

• Needs assessment report.
• Training curriculum and materials.
• Facilitation of workshops (April/May 2025).
• Final report with recommendations and participant certificates.

3. Eligibility Criteria

The consultant/team must have:

• A degree in Gender Studies, Social Sciences, or related fields.
• 5+ years of experience in gender-transformative programming and humanitarian contexts.
• Proficiency in English and Somali.
• Familiarity with Somalia’s socio-cultural context and security protocols.
• Willingness to travel to Somalia/Kenya (security permitting).

4. Submission Requirements

Proposals must include:

1. Technical Proposal: Methodology, timeline, and sample training outline.
2. Financial Proposal: Daily rates, travel costs, and taxes (VAT inclusive).
3. Supporting Documents:
   • CV(s) of consultant(s) with academic/professional certifications.
   • Three professional references.
   • Signed Anti-Corruption Guideline, PSEAH Policy, and Self-Declaration (Annexes 1-3).

5. Evaluation Criteria

• Technical Proposal: 70% (relevance of methodology, expertise, contextual understanding).
• Financial Proposal: 30% (cost-effectiveness).
