Terms of Reference for a focal point person in Hirshabelle

Background and Objectives:

Somali Public Agenda (SPA) is implementing the EU-funded project titled “Increased Opportunities for Somali Citizens’ Scrutiny of Fiscal and Financial Governance.” This initiative aims to empower citizens to express their views, priorities, and concerns to District Councils, enhancing engagement in public financial management (PFM). The project promotes transparency, accountability, and active participation by providing access to relevant information about District Council activities.

The project will be implemented in three target districts across three Federal Member States, one of which is Hirshabelle. SPA is seeking a focal point person based in Hirshabelle who possesses a strong understanding of the local context. This individual will play a key role in supporting SPA to facilitate the effective implementation of project activities within Hirshabelle.

Responsibilities & Tasks

The responsibility of the focal point person is the following:

  • Building and maintaining relationships with all project stakeholders within the district.
    • Develop and facilitate enduring relationships with all relevant project stakeholders, including local government officials, community leaders, non-governmental organizations, and private sector partners. This involves regular communication to understand their needs, expectations, and feedback.
    • Identify and categorize stakeholders according to their influence and interest in the project. This helps tailor engagement strategies to different groups and effectively manage their contributions to the project.
    • Proactively identify and address potential conflicts among stakeholders.
  • Planning and implementing forums and workshops:
    • Organizing and scheduling forums and workshops, including setting objectives, developing agendas, and coordinating logistics such as venues, materials, and technology.
    • Facilitation during events, ensuring that discussions are productive and aligned with the project goals.
    • Gathering participant feedback and use this information to improve future forums and workshops.
  • Collaborate with the research team in related research activities by providing logistical and contextual support, including facilitating access to local data, coordinating field visits, and assisting with stakeholder interviews.
  • Provide a comprehensive activity report on each implemented activity, outlining objectives, processes, outcomes, and stakeholder feedback. Ensure these reports are clear, coherent, and delivered promptly to support transparency and accountability.

Qualifications & Experience

  1. Bachelor’s or Master’s degree in social science
  2. Minimum 3-5 years of working experience with local government officials, NGOs, local community, and private sectors.
  3. Fluency in English, both verbal and written
  4. Must be based in Hirshabelle state
