INTRODUCTION

The Federal Government of Somalia (FGS), through the Ministry of Energy and Water Resources (MoEWR), invites sealed bids from eligible and qualified contractors for the repair, expansion, and modernization of the Bosaso Power Grid in Puntland State. This project aligns with the Somalia Power Master Plan (2018) and is supported by the African Development Bank under its environmental and social safeguard policies.

SECTION 2: SCOPE OF WORK

The proposed works fall under three major components:

1. Power Generation (Renewable Focus):

Construction of a 7.15MWp/5.5MW Solar PV Plant
Installation of a 3MW/11MWh Battery Energy Storage System (BESS)
Distribution of 1,000 standalone solar home systems

2. Power Distribution Network Expansion:

Interconnection of currently isolated 11kV and 15kV systems
Establishment of new 33kV network (approx. 37.6km overhead + 2km underground cabling)
Construction of three 33/11kV substations (East, West, and North)
Installation of 40 pole-mounted 11/0.4kV transformers
Smart metering for 1,000 commercial/industrial consumers

3. Institutional Capacity Strengthening:

Legal and regulatory framework development
Training programs for energy sector personnel
Provision of technical equipment and operational tools

SECTION 3: ELIGIBILITY CRITERIA

Applicants must:

Be legally registered entities authorized to perform the specified works
Demonstrate at least 5 years of experience in similar energy infrastructure projects
Show financial capacity to deliver a project valued at over USD 25 million
Have staff with expertise in renewable energy, electrical engineering, and project management
Comply with AfDB’s Integrated Safeguards System (ISS) and Somali EIA regulations

SECTION 4: SUBMISSION GUIDELINES

Bidders must submit technical and financial proposals in separate sealed envelopes.
Proposals must include:
- Company profile
- Evidence of past similar contracts
- Work plan and implementation schedule
- ESMP compliance plan
- Price breakdown
