Job Description:

Technical and Vocational Education and Training (TVET) Specialist

The Role:

The TVET Specialist will oversee the effective and timely execution of vocational education and training (TVET) initiatives within South West and Hirshabelle states, ensuring alignment with project goals and donor guidelines. S/he will represent World Vision in meetings with donors, local authorities, state government officials, and other key stakeholders to promote project visibility and collaboration. The incumbent will maintain ongoing communication with project sub-grantees to ensure seamless implementation and support for TVET activities. S/he will also assist in the planning, implementation, monitoring, and reporting of project activities, with a focus on capacity building and sustainable outcomes in the vocational training sector, under the guidance of senior project staff.

 

Key Responsibilities:

 

Participate in project design and proposal development

  •  Collaborate with stakeholders including federal ministry of education to identify community needs and gaps in vocational education and training, ensuring that project designs are relevant and impactful for the target population.
  • Contribute to the development of project proposals by providing technical expertise on TVET methodologies, best practices, and innovative approaches to enhance training effectiveness and sustainability.
  • Assist in formulating clear objectives, measurable outcomes, and comprehensive budgets for proposals, ensuring alignment with donor requirements and organizational goals for the TVET initiatives.

 

Participate in project implementation of TVET program

  • Design and deliver vocational training programs that meet the specific needs of the community, ensuring alignment with industry standards and enhancing employability for participants.
  • Collaborate with local businesses and stakeholders to create internship and job placement opportunities, fostering partnerships that support practical training and real-world experience for TVET beneficiaries.
  • Monitor and assess the effectiveness of training programs through regular evaluations and feedback mechanisms, making data-driven adjustments to improve curriculum and training delivery in response to participant needs

 

Projects Monitoring and Ensure quality, timely reporting

  • Projects Monitoring and Ensure quality, timely reporting.
  • Conduct regular field visits to project site and update the Project teams, management on the progress of project activities in the field.
  • Share accurate and timely reports to supervisor/management and this includes: project monitoring reports, weekly/monthly progressive reports, MMRs, 4Ws as required.
  • With guidance from PM/TS carry out assessments and baselines in support of community driven design project;
  • Coordinate district field requirements (cash/food distribution logistics, facilitators among others); support supervision of WV engaged contractors/consultants

Foster external and internal engagement to promote awareness of the program, support fund-raising efforts, and facilitate, Participate in external engagement with the government, community, and coordination mechanisms.

  •  Develop and implement outreach strategies to promote program awareness among stakeholders, including government agencies, community organizations, and potential donors, enhancing visibility and support for the initiative.
  • Actively participate in coordination meetings and forums with government representatives and community leaders to advocate for the program, share success stories, and align efforts with local development priorities.
  • Support fundraising initiatives by cultivating relationships with potential donors and partners, preparing promotional materials, and presenting program impacts to secure financial and in-kind contributions

 

Promote accountability, compliance and good stewardship.

  • Ensure adherence to organizational policies, procedures, and regulatory requirements in all aspects of program implementation, fostering a culture of compliance and integrity.
  • Conduct regular audits and evaluations of financial and programmatic activities to assess resource utilization and identify areas for improvement in stewardship practices.
  • Develop and maintain transparent reporting mechanisms that document project outcomes, expenditures, and compliance with donor requirements, ensuring stakeholders are informed and accountable.
  • Provide training and guidance to staff and stakeholders on best practices for financial management and program accountability, promoting a shared commitment to responsible resource use

 

Essential:

  • Bachelors’ degree in education, vocational training, social sciences, or a related field is highly desirable.
  • Minimum of four years experiences in working in TVET/NFE program and other related programs
  • Completion of specialized training programs in technical and vocational education, adult learning principles, or curriculum development relevant to both TVET and NFE.
  • Possession of a valid teaching certification or license, as mandated by local educational authorities for operating in the field of education.
  • Relevant professional certifications in project management, educational assessment, or vocational training, demonstrating expertise in adult education practices and program evaluation
  • Basic to Intermediate English language and fluency in local languages spoken in the working area.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;
  • Excellent analytical skills, particularly in the realm of grant management;
  • A proven track in developing and reviewing ABE, teacher training, or primary/secondary curricula.
  • Extensive experience in developing and implementing technical and vocational education and training (TVET) and non-formal education (NFE) programs, with a focus on meeting the needs of marginalized and underserved populations.
  • Proven track record of collaborating with government bodies, NGOs, and community stakeholders to enhance educational accessibility, quality, and relevance in both formal and non-formal settings.
  • Strong background in monitoring, evaluation, and reporting of educational programs, utilizing qualitative and quantitative methods to assess program impact and inform strategic decision-making.

 

Working Environment:

The position is field-based in Baidoa, South West State with frequent travel to field operation areas required.
