What we are looking for:
NRC is seeking an experienced TVET Adviser for the anticipated Somalia Empowering Women through Education and Skills “Rajo Kaaba” Project, funded by the World Bank (WB) through the Ministry of Education, Culture, and Higher Education (MoECHE).The project aims to enhance literacy, numeracy, socioemotional skills, and market-relevant vocational skills among young women and men (ages 15-35) across various regions in Somalia.
The TVET Adviser will provide strategic direction, ensure quality assurance in project implementation, and lead mentoring, training, and capacity-building efforts for staff on TVET. They will oversee project compliance with the project agreement, WB regulations, and TVET standards while representing the project in coordination forums, stakeholder meetings, and engagements with government officials and donors.
This position is contingent on the NRC being awarded funding and is anticipated to begin in 2025.
What you will do:
- Ensure the relevance and quality of TVET projects in all areas of operations
- Act as a technical lead for the TVET component of “Rajo Kaaba” Project, including development of harmonised tools, guidance and chairing of the technical working group.
- Work closely with the project lead to ensure timely and quality delivery of the project.
- Consolidate and develop internal and external reports and other materials, ensure the technical quality and adherence to the project deliverables and NRC Program Policy.
- Provide technical guidance to Education staff throughout the NRC’s target districts and support project’s implementation.
- Carry out field monitoring visits to assess progress, identify technical quality and implementation issues, and support the implementation adjustments as needed.
- Lead the strengthening of the safe programming standards, and support cross-cutting initiatives to ensure Do-No-Harm and improve inclusion, accountability, community engagement, etc.
- Supports programme learning throughout project life cycles, ensuring the meaningful participation of youth, and adapts to new contexts as needed.
- Identify training needs for the education staff, design and conduct training sessions with the education staff according to the identified needs.
- Provide oversight and technical support for M&E data collection and analysis for education programme, ensuring planning and analysis of long terms outcomes.
- Regular engagement with TVET stakeholders, particularly with the Ministries of Education and other education authorities at Federal, State and district levels. Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
- Work with M&E team to ensure quality data and reporting of Education/TVET activities to donors and in all reporting mechanisms.
- Oversee all TVET consultancies and partnerships at national level.

What you will bring:
- Education: Advanced degree in Engineering, Education, Economics, or a related field.
- Experience: A minimum of 10 years of experience in technical and vocational education strengthening, workforce development, women’s skills development, and youth development, in Somalia or countries with similar contexts.
- Experience developing and implementing effective capacity-strengthening models and approaches for organizations and individuals.
- Strong knowledge of TVET frameworks, programmes and certification practices
- Strong knowledge and understanding of the economic, and educational contexts of women and youth in Somalia.
- Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including, Government departments, donors, the private sector, and community-based institutions.
- Excellent leadership and interpersonal skills including conflict resolution abilities.
- Excellent communication in both English and Somali.
- Experience in gender programming and the meaningful participation of youth.
- Knowledge of the context in Somalia
- High level of technical expertise and experience in Youth and TVET programme development
- Expertise and/or experience in livelihoods programmes is an advantage.
What we offer:
- Duty station: Mogadishu, Somalia.
- Contract: 20 Months.
- Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions. This could be either a National or International contract.
