Introduction and Background:

At DBG, selecting reliable and competent suppliers is crucial for the successful implementation of projects and procurement activities. This selection criteria document aims to provide a standardized approach to evaluating potential suppliers based on various essential factors. The criteria outlined below ensure that suppliers meet the necessary legal, financial and technical requirements, contributing to the overall success of humanitarian projects. The evaluation process assigns a total of 100 points, distributed across different criteria, to facilitate fair and comprehensive assessment. This evaluation applies to construction and consultancies only.

Mandatory Eligibility Required Documents and Technical evaluation and criteria table

These documents are mandatory ones, and a supplier will not be evaluated if the below documents are not in place.

  1. Proposal Submission Form duly completed and signed by the Company.
  2. Valid legal registration/business permit certificate from the Benadir State/Municipality of Mogadishu.
  3. Latest valid tax compliance certificate from the Somali Ministry of Finance.
  1. Statement of ownership: The company shall submit a signed public notary document stating the ownership of the company (a list of full names, positions, contact details and shares)
  2. Code of Conduct

Bid Documents

  1. Updated profile of the company with detailed physical verifiable contact address
  2. Bank statement covering last 6-12 months
  3. Documents showing related previous work experience (e.g, service contract)
  4. Company Code of Conduct
  5. Detailed work plan
  1. CV of the Engineer (s) and technical team who would be supervising the construction works.

Selection Criteria

  1. Price ratio
  2. Contractual delivery time shown in the work plan.
  3. Similar experience in borehole drilling and construction of latrines (clear contracts attached).
  4. Financial capacity to carry out the activity (attached active bank statement).
  5. Validity time of price quotation.

Points to consider during financial evaluation:

  1. Arithmetic clearance must be done for cost evaluation separately.
  2. If two suppliers quote the same amount the one with the highest technicality marks will be taken into consideration except for special circumstances which the committee needs to justify in writing in the minutes.
  3. All errors must be cleared up before any conclusion is made.
  4. The average pass mark is 60% and above, any exception to this pass mark must be justified and approved by the Executive Director.

Each supplier is evaluated based on the criteria above, with points awarded according to their compliance and documentation. The supplier with the highest total points is considered the most suitable for the tender. This structured approach ensures transparency, fairness, and a focus on quality and reliability in supplier selection, particularly suited for DBG.

The tender documents will be available for download from 16th July 2026 until 5th August 2026.

Online submission: send your documents clearly stating the tender reference number (DBG/MOG/RFT-001/2026) in the subject line to this email (procurement@dbg.so ) on or before 5th August 2026, at 4:00PM.

NB: Any tender received after this deadline will not be considered.
