Description
Action against Hunger (ACF) works in partnership with Ministry of Health SWS) and is currently implementing Damal Caafimaad project in Bakool region of Somalia. The project is funded by the Government of Somalia. The project is supporting the district hospital in Elbarde, Bakool, in the recruitment of a CEmONC Surgeon to be stationed at Elbarde district Hospital. The Surgeon will be essential in ensuring quality of CEmONC services in Elbarde district.
Reporting to CEmONC Surgeon, and Hospital Director.

The successful applicant will be expected to sign up to and adhere to the ACF and MoH Safeguarding Policies.
Key Duties s Responsibilities
•       S/he conduct all elective and emergency surgical cases in theatre, both surgical and obstetric/gynecological. 

•       S/he will carry out daily ward rounds to review patient progress and care.

•       S/he will diagnose and manage common and emergency surgical, obstetric, and gynecological, pediatrics, and tropical medical conditions and refer those outside his or her skills.

•       Engage with the relevant stakeholders to promote health services delivery

•       Collaborate with ACF technical team, MoH and local authorities to enhance healthcare services in the district.

•       S/he will be available, including after hours, to physically review patients, attend to emergencies and instruct nursing staff in writing reports on the required patient care.

•       S/he will provide continuous on-job mentoring and training for nurses and midwives in clinical skills and good patient care.

•       Conduct special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, HRC, HOPC, DOPC, and MOPC.

•       S/he will lead by example, working to the highest standards of professionalism, ethics and integrity

•       S/he will regularly arrange and chair all clinical and administrative meetings and ensure all data and information is collected, transmitted, and utilized to benefit the patients and service providers as is necessary.

•       S/he will work with the HMIS Officer to ensure that health data for the district is properly recorded and make the necessary recommendations for improved service provision.

•       Ensure adherence to clinical guidelines and protocols.

•       Participate in quality improvement initiatives to enhance patient outcomes.

•       Conduct regular audits and reviews of obstetric services and implement changes as needed.

•       S/he will supervise activities on the control of major endemic/epidemic diseases.

•       Manage inventory and supplies of health care services in the district .

•       Maintain accurate and up-to-date patient records and reports.

•       Ensure compliance with hospital policies and regulatory requirements.

•       She/he will perform any other duties as requested by his/her line manager. Networking

•       Liaise with MoH and local government officials ensuring that the DHB keep local authorities informed of progress at the hospital.

 

Essential Requirements
Qualifications:  Medical Doctor with CEMOC surgical skills
Experiences:  Minimum three (3) years of working experience in a busy hospital setting
Skills: •       Proven and excellent Surgical skills (CEmONC) 

•       Ability to provide necessary medical feedback to patient relatives.  Very good interpersonal skills,

•       Strong problem-solving skills, analytical skills, ability to work under pressure and good communication skills.

•       Strong report writing skills and well organized in work.

•       Good computer skills (Microsoft Office).

Attitude and Qualities: •       Respectful of other colleagues, 

•       Caring attitude,

•       Effectively coordinate OT staff pre/post operations,

•       Responsible and works with minimum supervision,

•       Readily available on call and willing to work additional hours,

•       Objective oriented behavior and honesty,

Other:  This is open to all Somali medical surgeons, however candidates originating from Elbarde will have an added advantage.
