Background

Introduction

The Ministry of Education, Culture & Higher Education of the Federal Government is responsible Establishing quality education system for all Somali citizens that offers equal opportunities and promotes respect for human rights and observes Islamic principles as articulated in the provisional Constitution of the Federal Government of Somalia (2012) and the National Education Policy (revised in 2023). The Overall goal of the education sector is to ensure that all girls and boys have access to quality early childhood, basic and primary, secondary, technical and vocational, higher education, and complete with relevant and effective learning outcomes. The strategic goals of the sector are governed by the National Development Plan (2020-2024), the Education Sector Strategic Plan (2022-2026), and the Somali Partnership Compact (2023-2026).

Background To GPE Project

The Ministry of Education Culture and Higher Education (MoECHE) is implementing the GPE Project which consists of three key Components: (1) System Transformation Grant (STG) (2) Girls’ Education Accelerator (GEA) & (3)System capacity grant(SCG) funded by the Global Partnership for Education (GPE), which is a three-year initiative aimed at catalyzing sustainable advancements within the education sector of the Federal Government of Somalia and designed to contribute to the achievement of the

Government priorities reform is defined in the 2023 Partnership Compact, which is aligned with the priorities of the Education Sector Strategic Plan (2022-2026).

Objective of the Role

The Site Engineer will be responsible for ensuring high-quality implementation of school infrastructure projects, adhering to Ministry construction guidelines, safety standards, and best engineering practices. The role includes planning, supervising, and quality-controlling the construction and rehabilitation of school buildings across Somalia.

Scope of Work and Responsibilities:

The main aim of the assignment is to support project teams at the FGS in the preparation of project appraisal reports; to formulate project aspects related to Site Engineering and contracting; The Site Engineer consultant is required to promptly identify emerging engineering issues and ensure these are immediately addressed at FMS and FGS levels as per Ministry rules and procedures.

The Site Engineer consultant will be responsible for the following tasks: Supervise and monitor all construction works implemented under the GPE (STG, GEA) Project by the Ministry of Education, Culture and Higher Education

Conduct site assessments and feasibility studies for school construction and rehabilitation projects.

Support the development of technical designs, drawings, and specifications for education infrastructure.

Oversee the construction, renovation, and maintenance of school buildings funded under the GPE (STG, GEA) program.

Review the project activities submitted by the contractors for the execution of school construction works to establish whether the methods, arrangements, order, and timing of the activities are realistic.

Conduct regular site visits and provide progress reports on construction activities.

Be responsible for the quality output of the construction of works by the contractors as per project documentation, specifications, and requirements.

Ensure adequate quantity and quality recording is carried out at the field level. Conduct structural assessments of existing school buildings and recommend necessary improvements.

Work concerning quality control, correct interpretation of construction drawings, and identification of problems requiring timely rectification.

Maintain liaison with the local authority (where appropriate to the project) and the community and sort out emerging technical issues in consultation with the line manager to ensure uninterrupted progress of the construction works.

Prepare the Completion Certificates and Reports issued by the Site Engineer to certify payments for further processing.

Prepare various narratives and technical as well as financial reports as required

regarding the project’s progress.

Prepare monthly progress reports

Skills and qualifications

Selection Criteria:

Selection will be based on the qualifications and experience of the candidate, followed by an interview. The minimum qualifications, knowledge, and skills should include

A minimum qualification of a bachelor’s degree in civil engineering or Equivalent.

At least five (5) years of working experience, preferably in large-scale construction projects.

 Familiarity with supervision of construction contracts, standard forms of measurement and industry regulations.

 Proven expertise in the design, construction, and supervision of large-scale school buildings and other related facilities.

 Strong analytical and problem-solving skills, with the ability to provide accurate and reliable project reporting and documentation.

 Proficiency in engineering software such as AutoCAD, SAP2000, ETABS, and MS Office applications and BoQs.

Ability to work effectively with government institutions, contractors, and development partners.

Previous experience of working with international institutions or key public sectors around project formulation and development would be an added advantage.

Prior experience working with the Federal and State Ministries of Education is highly preferable.

 Excellent communication skills, excellent writing and oral skills in English, and Somali Willingness to travel and work across all FMS.

 Ability to work well with others and build good relationships with clients (school administrators) and all other stakeholders.

Deliverables

 The Site Engineer will be expected to deliver:

 Infrastructure feasibility reports and site assessments.

 Technical drawings and specifications for school construction/rehabilitation.

 School infrastructure progress reports (monthly/quarterly).

 Quality assurance reports and compliance documentation.

Final project completion reports with recommendations for sustainability.

Reporting

The Site Engineer will report to the GPE head of the program and DG of Operation to provide technical support and guidance to MoECHE to have effective construction.

Duration Of Assignment

The site Engineer will be engaged on a full-time basis and is expected to commence the assignment in April for an initial period of 12 months, with a probation period of 3 months. The contract is renewable annually, subject to funding availability and satisfactory performance.

Terms of Reference and a detailed work plan with agreed targets will be used as the basis to evaluate performance.

Work Location

The site Engineer will be based in Mogadishu at the Federal Ministry of Education, Culture and Higher Education, with frequent visits to the Federal Member States to support project Monitoring, support project and technical assessments implementation
