BACKGROUND
The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization that was founded in April 1963 and was established with presidential decree No. 187 in 1965. It was then recognized by the ICRC in 1969 and in the same year became a member of the International Federation of the Red Cross and Red Crescent Societies.
About the Job
The Security and Safety Coordinator focuses on enhancing security management practices, ensuring the safety of personnel, assets, and operations, and promoting a culture of security awareness. The Security and Safety Coordinator will work closely with various departments to integrate safer access framework (SAF) principles into all aspects of the organization’s activities. The Security and Safety Coordinator advises the SRCS HQ/Branch on security risk assessment and associated mitigating measures while ensuring proper dissemination and access to information related to security in line with Duty of Care and safer access obligations.
This is a national position based in Mogadishu and reports directly to the executive director for all matters related to security, access, and crisis management.
Duties and Responsibilities
· Conduct regular assessments to identify security risks and vulnerabilities.
- Supports branch management in evaluating the security risks and the efficiency of the security measures put in place.
- Monitors and supports the implementation of the plans of action and Minimum-Security Requirements at HQ and branch levels.
- Ensure compliance with SAF guidelines and standards.
- Ensures the effective implementation of security procedures and processes at field level.
- Ensures adherence to the security rules during field trips with the teams.
- Provides ad-hoc security reports and share recommendations with SRCS management
- Coordinates the security drills at HQ/branch level and drafts lesson learnt report to improve staff awareness and the security setup.
- Facilitates Safety Awareness and safer access courses for all staff with support of branch coordinators.
- Participates in the annual meetings of the SRCS.
- Ensures all security arrangements (administrative, logistics, coordination with movement partners); ICRC and PNSs.
- Oversee the security management system, including physical security, information security, and personnel security.
· Monitor and respond to security incidents and emergencies.
· Develop and deliver training programs on SAF and security management for staff.
· Promote a culture of security awareness and best practices within the organization.
· Work closely with other departments to integrate SAF principles into their operations.
· Liaise with external stakeholders, including law enforcement and security agencies, to enhance security measures.
· Participate in security-related meetings and forums.
· Maintain accurate records of security incidents, assessments, and actions taken.
- Prepare regular reports on SAF implementation and security management activities.
· Ensure all documentation is up-to-date and accessible.
Skills and qualifications
- Bachelor’s degree in International Relations, Environmental security management, or equivalent qualification in related field of study. Formal security qualification is an asset.
- Minimum of 3-4 years’ practical field experience in safety, and security management (e.g. INGO security management) in insecure environment, with good knowledge of personnel and organizational security issues, threat/risk assessment, security management and awareness; RCRC movement knowledge is an asset.
- A clear understanding of the philosophy and mode of operation of NGOs in Somalia.
- The candidate must have a well-established information network within Somalia and Mogadishu in particular.
- Experience in liaising with civilian private security sectors, and government authorities, as well as with regional, national and international institutions will be a required in the role.
- Experience on incident reporting, information collation and analysis functions.
- Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
- Highly developed interpersonal and communication skills including influencing, negotiation and pragmatism
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
- Ability to present complex information in a concise and compelling manner and has high degree of common sense and a genuine interest in people.
- Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
- Ability and willingness to dramatically change work practices and hours, in the event of emergencies
- Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint
- Fluency in English, and Somali both written and spoken.
- Commitment to SRCS’s policies, procedures and RCRC movement principles.
