REQUEST FOR A PROPOSAL: FUEL SUPPLY IN ALL DISTRICS UNDER MUDUG RGION PUNTLAND

SECTION ONE

1.Invitation to Tender

WVS is inviting prospective bidders to bid for fuel supply in the location stated above table.

3. Clarification of Bidding Document

• A prospective tenderer making an inquiry relating to the tender document may notify WVS in writing at (Abdullahi_jama@wvi.org ). WVS will only respond to requests for clarification received no later than (15.1.2025). Copies of WVS response will be forwarded to all tenderers, including a description of the inquiry, but without identifying its source.

4.Submission of Tenders

• Completed tender documents (Mandatory Requirement, Technical Requirement and Financial Requirement) in sealed envelope clearly marked with the Lot Number bided for and the title Fuel supply in the respective location must be deposited in the tender box located at WVS Garowe office before the deadline date and time (15.1.2025), and recorded in the log book.
• The Tender Opening Committee will be convened promptly, on (16.1.2025) at 9:00 Am to open the bids.
• Formal bids being submitted must be on formal company letters, duly signed and stamped, must indicate the Full Company Name, Physical Address, Contact Telephone Number/contact Email address, Directors Names, addresses and their telephone numbers.
• Any tender received after the deadline will be rejected.

5.Evaluation Award Criteria

All bidders will be evaluated against the following criteria:

5.1. Mandatory Requirement:

• Provide a certified copy of a certificate of business registration (license)
• Provide a certified copy of tax registration (from ministration of finance)
• Registration from Puntland national tender board
• Local registration from any District in Puntland.

Note: Selected winner will be required to sign and stamp the supplier code of conduct

5.2. Technical Requirement:

• The bidder should have fuel dispenser machines in the respective District (to share the photos)
• The bidder should have enough parking spaces in order vehicles to have access when taking fuel (photo from the parking yard)
• Should have enough stock of fuel all time (provide evidence)
• Similar past experience with at least three clients
• Bank statement for last six Months.
• Any other additional criteria deemed necessary for the specific purchase.

5.3. Financial Requirement:

• Competitive Market Price- Provide quote in USD and prices should remain ungagged for 24^th Months
• Payment Terms- Terms of Payments will be paid within one Month period
• The bidder must be willing to supply fuels on a credit basis
