Trócaire has been working in Gedo, implementing humanitarian programmes across different themes for the last 28 years. Currently Trócaire implements Health, Nutrition, WASH, Protection, Resilience and Education Programme activities and at times works with local organisations working in Gedo as partners.

 

 

 

Trócaire’s work in Somalia is delivered in partnership with stakeholders and local organisations to tackle the root causes of poverty, and injustice, supporting people to use their power to create positive and lasting change. The programme is recruiting a Resilience Officer, whowill be supporting design and  the day-to-day implementation of the programme. S/He will provide technical support to partners to strengthen resilience working in four broad areas: sustainable food systems, community based natural resource management, livelihoods and economic empowerment and advocacy. Amongst the approaches adopted across the four pillars is agroecology, market systems development,  inclusivity, women’s empowerment, and conflict sensitivity.

 

The Officer will work in close collaboration with the Resilience Programme Manager and  DRR and Peace Building Officer and broader programme team to achieve programme results.

 

 

 

The role will report to the Resilience Programme Manager. The job opportunity will be offered on a fixed term contract for 1 year and is based in Gedo (Luuq or Dollow).

Key Responsibilities

 

Programme Design and Implementation

The Resilience Officer will in consultation with the Resilience Programme Manager ensure the efficient and effective delivery of Trócaire’s Resilience interventions in Gedo. This includes:

·         Support the design and implementation of Trócaire Somalia’s work on Resilience using principles of Results Based Management

·         Ensure that all resilience activities are implemented by partner organizations according to agreed budgets and timeframes with support from the Resilience Programme Manager

·         Closely monitor implementation of activities in the Resilience programme to ensure timely and effective delivery of outputs

·         Plan, manage, document, and participate in regular field trips to monitor programme implementation, with the support of the programme team, partners, and communities.

·         Ensure that all projects are implemented in compliance with terms and conditions of donor contracts, including work planning, forecasting, and reporting, and that all administrative procedures are maintained to a high standard.

·         Ensure that principles of gender equity, protection and Do No Harm are adhered to in the implementation of all programme activities.

·         Consult regularly with target communities to validate monitoring reports.

·         Support partner organisations to establish and implement community accountability systems.

·         Promote and demonstrate the highest standards of mutuality, subsidiarity, accountability, and transparency in all partnership relations.

 

Programme Finance Management

·         Ensure efficient and cost-effective use of Trócaire and donor funds and resources

·         Regularly monitor partner expenditures to ensure compliance with project workplans and grant agreements, including Value for Money principles.

 

Logistics & Procurement:

·         Work with Procurement and Warehousing team to prepare and execute a procurement plan to ensure favourable lead time for the procurement team.

 

Monitoring and Evaluation:

·         Work with Trócaire management team in the field in monitoring and reporting progress, and, adopts agreed changes in project design to conform to varying context.

·         Develop monthly activity schedule based on the project work plan to facilitate timely implementation.

·         In collaboration with MEAL team, set up programme impact/process monitoring systems and collect relevant secondary data relating to the project.

·         Contribute to the preparation of monitoring and assessment tools in collaboration with MEAL team.

·         Prepare and timely submit weekly/monthly reports to the Resilience Programme Manager

·         Support partner organizations to have the capacity to deliver regular, good quality programme reports (financial, narrative, results frameworks etc.) ensuring that all reports respond to programme indicators and are in line with organizational policy and institutional funding requirements.

·         Support partner organizations to have the capacity to implement appropriate field monitoring and documentation practices.

·         With leadership from the Resilience Programme Manager, facilitate regular meetings with partner organisations to monitor programme implementation and to facilitate reflection and learning.

·         Support with the design and management of systems to capture learning on a regular basis and to communicate lessons, both internally and externally.

·         In collaboration with the programme team ensure that monitoring reports and lessons learned are used to adapt programme strategies to improve programme quality and achievement of results.

 

Coordination and Networking

·         Where necessary, S/He will strengthen relationships between Trócaire, Partners and beneficiaries, (community leaders and government agencies) working closely with all project stakeholders.

·         Participate in relevant coordination groups both internally and externally

·         Improve Trócaire’s public profile in relevant sectors.

·         Accompany visitors (Trócaire or external) to programme sites and carry out promotional or media work as required.

Requirements

Essential Requirements

Qualifications:

  • University degree or higher qualification in Agriculture, Social Sciences, Development Studies or any other related course.

Experience:                 

  • Experience in resilience programming in fragile contexts with at least 2 years’ experience in hardship environments.
  • Familiarity with key development issues and current affairs especially in relation to Resilience building in Somalia.
  • Knowledge and experience of undertaking assessments and analysing the results.
  • Strong training, facilitation, and consensus- building skills.
  • Good skills and experience in partner capacity strengthening.
  • Understanding of advocacy, campaigning, and lobbying and network building.
  • A sound understanding of the importance of gender and participation in humanitarian and development programmes
  • Fluency in written, spoken English and Somali languages is mandatory.
  • Demonstrable experience in managing teams, supervising and training others.
  • Demonstrate a good understanding of Core Humanitarian Standards (CHS)
  • Ability to prioritize and commitment to meet deadlines.

Skills:

  • Strong organisational and independent working skills.
  • Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels
  • Flexible and adaptable to work under unstable environments and under pressure
  • Strong coordination skills specifically with the ability to effectively coordinate with local partners and among internal team members (technical, finance, management).
  • Capacity strengthening skills
  • Excellent computer skills (Microsoft Office).
  • Strong problem-solving skills and analytical skills.

  • Ability to present concise reports, reflecting the problems and possible solutions.
  • High level of reliability, objectivity and honesty.
