TOFI implements a large range of projects together with donors and key national stakeholders to assist countries and communities to successfully emerge from conflict Using a human rights framework, TOFI will be among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through field offices in Somalia /Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region TOFI Somalia operations focus mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall purpose

The Safety Coordinator manages all aspects of the TOFI Safety Risk Management (SRM) system for TOFI operations within Somalia /Somaliland. The Safety Coordinator is responsible for providing specialized knowledge and guidance to ensure the safe and secure operations of all TOFI staff in Somalia/Somaliland through the development and maintenance of standard operating procedures, security and contextual analysis and assessment, oversight of contingency and improvement planning, as well as external liaison with a range of stakeholders. Your main duties and responsibilities will be:

Responsibilities:

Safety Risk Management

  • Oversee the Safety Risk Management (SRM) process, including operationalizing tools including the Safety Risk Assessment, Safety Level System assessments, MOSS, context and programme analysis, Critical Incident Management Plans and Safety Improvement Plans.
  • Analyze, manage and report situational developments within Lebanon and the Middle East region, maintain up to date knowledge of key safety and security considerations and provide evidence-based updates to the Country Director, SMT and staff members as needed.
  • Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures appropriate for the context and risks identified.
  • Develop area and country safety management policies, protocols and procedures, adapting safety management guidance and policies to the changing context in the country.
  • Support managers with the implementation of global, regional and local security policies, protocols and procedures related to the safe implementation of program activities.
  • Work with Supply Chain and Admin colleagues to ensure TOFI premises are safe and secure work and living environments, and safety equipment is well maintained and sufficient for the needs of the operations and programme.
  • Technically advise on the procurement of safety-related equipment, facilities and other resources.
  • Maintain relevant safety documentation, data and records for the areas of concern.
  • Ensure all staff are aware of and adhere to Local Safety Rules, through delivering safety briefings to all new staff and visiting staff.
  • Assist Country Director and/or Head office in the management of safety incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned. Promote use of TOFI ’s Safety Incident Reporting (SIR) system and track all incident reports in TOFI.

Training, Supervision and Support

  • Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs)
  • Oversee the safety-related training of all TOFI staff.
  • Mentor and provide technical supervision to local safety focal points.
  • Facilitate surge support to IMTs as required.

External and Internal Engagement

  • Lead engagement with external stakeholders alongside the Country Director, Head of Sub office and SMT, with other humanitarian partners, local authorities and security actors for information sharing, negotiating access and addressing security challenges for TOFI programmes.
  • Maintain a network of local contacts with security actors in all operating areas to facilitate TOFI access, operations and activities.
  • Establish strong and efficient partnerships within the humanitarian community to support the delivery of the country strategy.
  • Act as a proactive member of the SMT, promoting and role-modeling values, and contributing to the strategic leadership and decision making for TOFI Somalia.

About you

To be successful in this role we expect the following:

Required

  • Minimum 3-5 years of working experience as a safety and security manager/ adviser with an INGO
  • Master’s degree in political science, peace & conflict studies, history, disaster management or a military education
  • Experience working in multicultural work settings
  • Proven ability to develop and implement effective and contextualized protocols and systems
  • Experience with contextual information gathering, analysis and report writing
  • Ability to conduct and produce high quality safety risk assessments (SRAs) and standard operating procedures
  • Proven experience in effectively engaging with a diverse range of stakeholders, including humanitarian/development actors, and the Government of Somalia
  • Experience with critical incident management
  • Experience with delivering safety-related training
  • Excellent coordination, communication, organizational and planning skills; with the ability to work flexibly in a diverse team in a dynamic environment, fostering a positive working environment, and manage issues sensitively and diplomatically.
  • Experience working in hostile or hazardous environments
  • Full professional proficiency in English
