BACKGROUND

The Somalia Ministry of Education, Culture and Higher Education in partnership with World Bank is currently implementing the Somalia Empowering Women Through Education and Skills (Rajo Kaaba) Project. Approved on June 30, 2022, the project aims to empower girls and women (age 15-35 years) through enhanced literacy and numeracy skills, skills for income generation, and skills for leadership. The project is supporting expanded provision of second chance education and skills training in priority sectors and increased uptake and completion of higher education degrees in targeted vocations. The project spans interventions across the non-formal education, vocational education, and higher education departments of the Ministry of Education.

The consulting services (the services) include (i) Identify, analyze, and mitigate all levels of safety and security risks to the project personnel, project-affected parties, project activities, and assets to minimize the reputational damage of the funders and the Government of Somalia. (ii) Upskill the Security Advisor and focal points through mentorship to develop their technical capacity where needed, at the same time. (iii) Provide security risk management advice and guidance throughout the duration of the contract. (iv) Ensure that all SRAMP documents are aligned with the project Security Management Framework (SMF) officialized by MoECHE and the World Bank. The consultant shall comply/consider all the project’s E&S Safeguard artifacts including the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), and other derivative documents.

The Consultant will undertake all the specific tasks and deliverables detailed out in the Terms of Reference (TOR).

The Ministry of Education Culture and Higher Education now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI). The short-listing criteria are as follows:

  1. Core business of the firm demonstrating at least 10 years in business with experience of carrying our similar services (developing, managing, and assessing safety systems, providing staff safety and security capacity building, and enhancing security procedures in government premises)
  2. Specific experience in conducting similar assignments providing security advisory support, including crisis management and security risk alerts, to government institutions and donor-funded projects. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  3. Experience of relevant services within an environment like that of Somalia (working in Somalia or other locations with similar characteristics.)
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the “Procurement Regulations”.
