TENDER NOTICE
PROVISION OF LEGAL SERVICES FOR NRC – SOMALIA
TENDER REF: SO/MGD/FWS/0001/2025
The Norwegian Refugee Council (NRC) – Mogadishu, Somalia, invites sealed bids from eligible and qualified legal service providers for the Provision of Legal Services in Somalia. The selected service provider(s) will support NRC’s Information, Counselling, and Legal Assistance (ICLA) program by providing legal representation, advisory services, and other legal support to NRC’s targeted beneficiaries.
This tender is open to national bidders under the services category and applies to multiple locations, including Mogadishu, Baidoa, Afgooye, Kismayo, and Garowe.
SCOPE OF SERVICES
The contracted legal service provider will be required to:

Offer legal representation for NRC beneficiaries in matters related to housing, land, and property (HLP), civil documentation, and employment law.

Provide legal advisory services, including consultations and strategic guidance for beneficiaries.

Conduct mediation and dispute resolution to prevent forced evictions and other legal conflicts.

Work closely with local authorities to ensure compliance with Somali legal frameworks.

Support NRC in legal awareness and capacity-building efforts through training sessions and legal education initiatives.
The service provider must have a valid license to practice law in Somalia and at least three years of experience handling similar legal cases.

Late bids will not be considered. NRC reserves the right to modify the timeline if necessary.
HOW TO APPLY
Interested bidders can obtain the complete tender documents free of charge by downloading them from the Digital Procurement System (DPS). Access to the documents will be available from 23rd March to 5th April 2025 via the provided QR code or through the official DPS portal.
All interested bidders must register on the DPS platform before downloading the documents. NRC will not send tender documents via email.

ELIGIBILITY REQUIREMENTS
To be considered, bidders must provide:

A valid business license from the Ministry of Commerce and Industry – Somalia.

A valid tax compliance certificate from the Ministry of Finance – Somalia.

A company profile detailing relevant legal experience and previous clients.

Evidence of successful handling of similar legal cases for international organizations, NGOs, or humanitarian agencies.

A detailed technical and financial proposal outlining the methodology, work plan, and fee structure.

Proof of financial capacity, including a bank statement with a minimum balance of USD 50,000.
EVALUATION CRITERIA
Bids will be evaluated based on:

Administrative Compliance – Submission of all required documents.

Technical Evaluation (70 points) – Assessment of experience, methodology, and team qualifications.

Financial Evaluation (30 points) – Competitiveness of the proposed budget.
NRC reserves the right to reject bids that do not meet the eligibility and evaluation criteria.
This is a competitive tender process, and the contract will be awarded to the bidder that meets NRC’s requirements and demonstrates value for money.
