Job Description:
Project Officer-Gender Based Violence (GBV)
The Role:
The Project Officer -GBV will be entirely field-based, dedicating their efforts to providing essential support for survivors of sexual and gender-based violence (SGBV) through comprehensive case management and targeted counselling interventions. In addition to one-on-one support, the officer will facilitate emotional support groups for women, girls, and other survivors, fostering a safe and empowering environment where participants can share their experiences and build solidarity. By actively engaging with the community, the Officer will ensure the effective implementation and coordination of the World Vision Somalia protection objectives, working collaboratively with local stakeholders to enhance awareness, prevention strategies, and access to vital resources. This proactive approach not only addresses immediate needs but also contributes to a culture of resilience and support within the community, ultimately promoting the rights and dignity of all individuals affected by GBV
Key Responsibilities:
Participate in project design and proposal development
- Conduct thorough assessments to identify the specific needs of survivors and communities affected by gender-based violence, ensuring that project designs are evidence-based and contextually relevant.
- Collaborate with local organizations, community leaders, and survivors to gather input and insights that inform project objectives and strategies, fostering a participatory approach.
- Research and identify potential funding sources, partnerships, and resources that align with the project’s goals, contributing to a sustainable and impactful proposal.
Enhanced access to comprehensive support services for survivors
- Oversee the delivery of GBV response services, ensuring timely and effective support for survivors, including medical, psychological, and legal assistance.
- Conduct training sessions for staff, community volunteers, and local partners on GBV prevention, response strategies, and survivor-centered approaches.
- Collected relevant GBV data to assess the effectiveness of interventions and prepare reports for stakeholders and funding partners.
- Organize and implement awareness-raising campaigns to educate the community about GBV, available resources, and prevention strategies, fostering a supportive environment for survivors.
- Report any GBV that occur in working operations and while working with case works ensure to report the cases in Ethic point.
Projects Monitoring and Ensure quality, timely reporting
- Create and implement a comprehensive monitoring framework that includes clear indicators, data collection methods, and timelines for assessing project activities and outcomes.
- Perform frequent site visits to observe project implementation, ensure adherence to protocols, safeguarding, and provide on-the-ground support to staff and partners.
- Gather quantitative and qualitative data related to project activities, survivor experiences, and service delivery, analyzing the information to identify trends and areas for improvement.
- Compile and submit accurate and detailed reports to supervisor, highlighting project achievements, challenges, and lessons learned, while ensuring compliance with reporting requirements.
- Establish channels for receiving feedback from participants and community members, using this information to inform program adjustments and enhance service delivery particularly the safeguarding and GBV perspective
Foster external and internal engagement to promote awareness of the program, support fund-raising efforts, and facilitate, Participate in external engagement with the government, community, and coordination mechanisms.
- Create and implement works plans to engage with key beneficiaries and community structures, including government officials, community leaders, and local organizations, to promote awareness of GBV programs and initiatives.
- Plan and execute community outreach activities, workshops, and seminars aimed at raising awareness about GBV issues, available resources, and prevention strategies.
- Actively engage in local and national coordination meetings, sharing insights and best practices, and collaborating with other organizations to enhance the collective response to GBV.
Promote accountability, compliance and good stewardship.
- Ensure adherence to organizational policies, procedures, and regulatory requirements in all aspects of program implementation, fostering a culture of compliance and integrity.
- Conduct regular audits and evaluations of financial and programmatic activities to assess resource utilization and identify areas for improvement in stewardship practices.
- Develop and maintain transparent reporting mechanisms that document project outcomes, expenditures, and compliance with donor requirements, ensuring stakeholders are informed and accountable.
- Provide training and guidance to staff and stakeholders on best practices for financial management and program accountability, promoting a shared commitment to responsible resource use
Essential:
- Bachelor’s degree in social sciences, law, project management, or any other similar discipline.
- Completion of specialized training programs in technical and vocational education, adult learning principles, or curriculum development relevant to both TVET and NFE.
- Possession of a valid teaching certification or license, as mandated by local educational authorities for operating in the field of education.
- Relevant professional certifications in project management, educational assessment, or vocational training, demonstrating expertise in adult education practices and program evaluation
- At least five years of overall professional experience, in supervising GBV prevention and response activities.
- At least three years’ experience in conducting awareness campaigns on women’s rights, gender equality, GBV, and / or reproductive health considered an asset.
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV.
- Good team work and leadership skills are essential in order to motivate different groups of people to fulfill their responsibilities within a given time frame.
- Basic to Intermediate English language and fluency in local languages spoken in the working area.
- Excellent analytical skills, particularly in the realm of grant management;
Working Environment:
The position is field-based in Baidoa, South West State with frequent travel to field operation areas required.
