Project Officer- Education and Life Skills Development; BLOOM Africa Project

 

The Role:

The Project Officer for Technical and Vocational Education and Training (TVET) and Workforce Development within the BLOOM Africa project will be responsible for strengthening partnerships between TVET institutions and potential employers to facilitate employment opportunities for marginalized young women and girls. The role holder will focus on ensuring that vocational training aligns with job market demands and fosters gender equality, social inclusion, and economic empowerment. S/he will require to work closely with TVET institutions, employers, and government agencies to design, implement, and evaluate education and skills development programs that enhance employability and career prospects for women and girls.

Key Responsibilities:

Develop and manage partnerships between TVET institutions and employers

  • Identify and establish partnerships with relevant employers and vocational training institutions.
  • Facilitate the design and implementation of structured training and apprenticeship programs.
  • Develop Memorandums of Understanding (MoUs) or agreements to formalize partnerships.
  • Ensure that training curricula align with industry needs and employer expectations.
  • Support job placement initiatives, linking graduates to employment opportunities.
  • Organize networking events and employer engagement forums to strengthen relationships

 

Monitor and evaluate the effectiveness of vocational training programs, ensuring alignment with market needs

  • Design and implement monitoring and evaluation (M&E) frameworks to assess training outcomes.
  • Conduct regular assessments to measure the relevance and effectiveness of training programs.
  • Engage with trainees, trainers, and employers to gather feedback for continuous improvement.
  • Ensure curricula and teaching methodologies are updated based on market demands.
  • Prepare reports and recommendations for program enhancement.

 

 Engage stakeholders, including policymakers, employers, and community leaders, to advocate for inclusive education policies

  • Establish and maintain relationships with policymakers, community leaders, and advocacy groups.
  • Organize workshops, roundtable discussions, and policy dialogues to promote inclusive education.
  • Advocate for gender-responsive training policies and increased funding for vocational education.
  • Work with media and communication teams to raise awareness on the importance of skills training.
  • Participate in relevant forums and networks to influence policy decisions.

 

 

Conduct data collection, analysis, and reporting on project progress to inform decision-making

  • Develop and implement data collection tools and methodologies.
  • Track and analyze key performance indicators (KPIs) to assess project impact.
  • Produce detailed reports on training outcomes, employment rates, and challenges.

Essential:

  • Bachelor’s degree in Education, Social Sciences, or any other related field;
  • Relevant certifications in project management, education, or vocational training are an asset.
  • Minimum of 3 years of experience in project management, particularly in education, vocational training development.
  • Demonstrated ability to build partnerships with public and private sector stakeholders, including businesses, government agencies, and NGOs.
  • Proven track record in program implementation, including curriculum development and skills training.

Working Environment:

The position is based in Burao, Somaliland with regular travel to other field locations.
