Job Description:

Project Officer- DRR

The Role:

The Early Warning Officer is responsible for driving the implementation of the RESTORE/JOSP programme, ensuring projects are on-time, on-target, and within budget. This role involves supporting community-driven programming, conducting vulnerability assessments, and developing early warning systems to enhance community resilience and preparedness. The position also includes capacity building, fostering external engagement, and promoting sector growth through strategic partnerships and fundraising efforts.

 

Key Responsibilities:

 

Facilitate Timely, Accountable Project Planning, and Implementation;

  • Drive project implementation, ensuring projects take place on-time, on-target, and within budget under the RESTORE/JOSP programme.
  • Provide support for the development of community-driven and integrated programming through participation in assessments, design, monitoring, evaluation, and joint-planning of projects.
  • Ensure close coordination with local stakeholders, government entities, and other partners to enhance community resilience and preparedness.

 

Undertake Capacity Building and Mentoring of Communities; 

  • Spearhead capacity building efforts to community groups and partners, developing context-appropriate training materials.
  • Organize and facilitate trainings on early warning protocols and disaster preparedness.
  • Monitor community uptake of training and capacity-building efforts.
  • Conduct training for CBDRM on early warning protocols and disaster preparedness.

 

Timely Reporting, Effective Monitoring, and Documentation of Success Stories;

  •  Prepare regular reports on early warning activities, including data analysis, outcomes, and recommendations.
  • Document best practices, lessons learned, and case studies for future programming.
  • Monitor and evaluate the effectiveness of early warning systems.
  • Conduct vulnerability assessments to identify at-risk communities.
  • Support the setup, maintenance, and improvement of early warning systems in the project areas.
  • Ensure timely dissemination of early warning information to communities, local authorities, and partners.

 

Foster External Engagement to Promote Awareness of the Program, Support Fundraising Efforts, and Facilitate Coordination;

  • Actively promote sector growth by developing concept notes and forming alliances with INGOs/NGOs and government agencies.
  • Meet with potential donors as required to support fundraising efforts.
  • Liaise with local authorities, government agencies (Line Ministries), and CBDRM committees to ensure collaboration and information sharing.
  • Participate in coordination meetings with other NGOs, UN agencies, and relevant stakeholders.
  • Raise awareness of early warning systems and their role in disaster preparedness among vulnerable populations.
  • Advocate for improved disaster management policies and practices at the community and regional levels.

 

Representation and internal & external coordination;

  • Represent the organization in various forums, meetings, and conferences related to early warning systems and disaster preparedness.
  • Coordinate internally with different departments and teams to ensure seamless project execution and information flow.
  • Facilitate external coordination with local stakeholders, government entities, and other partners to enhance community resilience and preparedness.
  • Ensure effective communication and collaboration with all relevant parties to achieve project objectives and improve disaster management practices.

 

Essential:

  • A Bachelor’s degree in Disaster Management, Environmental Science or any other related fields.
  • At least 3 years of experience in disaster risk reduction, early warning systems, or related fields.
  • Experience working with humanitarian organizations, particularly in early warning or DRR programs.
  • Familiarity with disaster management frameworks and tools.
  • Strong analytical and report-writing skills.
  • Ability to work in a challenging environment with multiple stakeholders
  • Fluency in English and Somali
  • Solid experience in training and capacity building experience, particularly using participatory approaches and methods in for training
  • Strong written and verbal communication skills for training, reporting, and engaging stakeholders

 

Working Environment:

The position is field-based in Jowhar, Hirshabeele State with frequent travel to field operation areas required.
