Job Description:

Program Manager -Education & Skills Training

The Role:

The position holder will be responsible for quality and timely implementation of project and overseeing the provision of education and skills training to adult learners and young women. The incumbent will improve the education and skills of these target groups on a large scale with vocational training to women in rural areas, helping them acquire new skills and improve their employment prospects.  The position holder will also represent World Vision in meetings for ministry of Education, Local Authority, State government and other key stakeholders. He/she will maintain communication with the project sub-grantees.

With guidance and mentoring from both Area Manager and Education Technical Advisor, the position-holder will assist in planning, implementation, monitoring and reporting on progress of implemented project activities in the district. The incumbent will assume other administrative roles in the field on behalf of the regional office.

 

Key Responsibilities:

 

Project Design

  • Creating of programs that address gender disparities in education
  • Promote girls’ access to education
  • Empower women through education and skills development.
  • Support evaluating programs and materials,
  • Establish student support systems,

 

Implementation of detailed implementation plan

  • Handle the implementation of education programs specifically for women and young girls.
  • Develop and implement educational initiatives that cater specifically to the needs and challenges faced by women and young girls

 

Projects Monitoring and Ensure quality, timely reporting

  • Projects Monitoring and Ensure quality, timely reporting to WVS/-PIU/PMU at MOECHE.
  • Conduct regular field visits to project site and update the Project teams, management on the progress of project activities in the field.
  • Share accurate and timely reports to supervisor/management and this includes: project monitoring reports, weekly/monthly progressive reports, MMRs, 4Ws as required.
  • With guidance from Education Advisor carry out assessments and baselines in support of community driven design project;
  • Coordinate project field requirements; support supervision of WV engaged contractors/consultants in TVET and adult learning for numeracy and literacy outcomes.
  • Implement assessment strategies, and managing administrative systems.
  • Monitor the impact of the program interventions on participant household’s child education, monitoring for negative outcomes like child labor.
  • Monitor the progress of training programs, including enrolment rates, attendance and completion rates of participants.
  • Measure the acquisition of literacy, numeracy, socio-emotion skills and vocational competences by the participants.

 

Foster external and internal engagement to promote awareness of the program, support fund-raising efforts, and facilitate, Participate in external engagement with the government, community, and coordination mechanisms.

 

  • Participate in Education Sector strategic meeting coordination mechanisms;
  • Update PIU reporting tools on a regular basis and a community of practice in TVET.
  • Participation in cluster/government organized assessments;
  • Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. extension services, marketing facilities, credit mechanisms);
  • Assist projects teams with any administrative support required to enable projects operations and coordination

 

Promote accountability, compliance and good stewardship.

  • Support awareness and implementation of WV policies and procedures to staff members and partners in the district.
  • Ensure value for money in regards to all transaction involving World Vision resources.
  • Ensure accountability through information provision to communities and beneficiaries.
  • Ensure that feedback mechanisms are in place in all project sites

 

Essential:

  • Master’s degree in Education, Economics, Public Health, Engineering or a relevant discipline,
  • Minimum of 10 years of experience i.e., managing education programs for adults and young women and overseeing programs that provide education and skills training to adult learners and young women.
  • Experience in vocational training to women in rural areas, helping them acquire new skills and improve their employment prospects
  • Basic to Intermediate English language and fluency in local languages spoken in the working area.
  • Excellent analytical skills, particularly in the realm of grant management;
  • Strong organizational skills, versatility, ability to multi-task and meet deadlines.
  • Excellent written and verbal communication skills.
  • Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages.

 

Working Environment:

The position is field-based in Baidoa, South West State with frequent travel to field operation areas required.
