Job Title: Partnerships Officer

Background and Purpose:
The World Food Programme (WFP), the world’s largest humanitarian agency and 2020 Nobel Peace Prize laureate, is dedicated to achieving
Zero Hunger. In Somalia, WFP collaborates with the government, communities, and partners to deliver both crisis response and resilience
programs under its Country Strategic Plan (CSP) 2022-2025. This includes providing relief assistance, implementing long-term resilience
programs, and strengthening livelihoods and food systems with a focus on capacity building.
The Partnerships and Communications team leads advocacy, resource mobilization, and partnership development to support WFP’s CSP
goals. The Partnerships Officer will focus on resource mobilization, identifying new donor opportunities (e.g., IFIs, private sector, innovative
financing), strategic positioning, and fostering partnerships related to SDG 2, while enhancing internal collaboration within WFP.
The position reports to the Head of Partnerships and is based in Mogadishu, Somalia
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
❖ Resource Mobilization:
• Support the development and implementation of a partnership & resource mobilization plan in line with the new WFP country
strategic programme in Somalia.
• Proactively scan the country development landscape and support exploration of viable opportunities and new approaches for
WFP’s strategic engagement in the development space with the Government and other development actors, such as IFIs, particularly
in the areas of social protection, rural transformation, sustainable infrastructure and human capital development.
• Identify new accounts for resourcing and partnership, including IFIs, the private sector, innovative financing, and thematic
funding opportunities.
• Manage and steer engagement with external partner accounts including a portfolio of government partners (traditional and
non-traditional), IFIs, and other resourcing partners, including leading regular exchanges and meetings, and ensuring that
requests are proactively addressed.
• Develop new streams of financing for WFP Somalia including engagement on private sector partnerships and innovative financing,
working in collaboration with Country Office technical teams, HQ and RBN.
• In coordination with CO units, prepare funding proposals, concept notes.
• Maintain coordination with HQ and Regional Bureau partnerships teams on all matters concerning resource mobilization and
funding. These include but are not limited to Regional Bureau in Nairobi, PPR, STR, Brussels, and Washington offices.
• Manage team with a Partnerships Officer and Partnerships Associate based in Mogadishu.
Partnerships and Advocacy.
• Working with relevant CO colleagues, support the implementation of WFP’s partnerships with Government and key development
actors, including IFIs, academia, regional organizations and other UN agencies working on development issues.
• Build and maintain strategic partnerships with key stakeholders as relevant, through regular and systematic communication
channels.
• Support the management of WFP’s brand among key external stakeholders as a UN agency with a dual humanitarian and
development mandate and a trusted development partner.
• Coordinate the development of key messaging on emerging issues for discussion with key external partners. Ensure that WFP
positions are well explained and taken into account in decision making, publications and reports by partners and stakeholders.
• Develop and lead a 12-month project related to strategic positioning with government and resourcing – coordinating a team
of three national staff.
• Support CO management to prepare official communications to Somalia government, donors, UN agencies, INGOs, IFIs, international
organizations and others as required.
• Maintain effective relationships with external partners, in order to keep them informed on important, strategic issues of relevance
to WFP.
• Support the establishment of the CO’s external outreach and resource mobilization hub in Nairobi, including development of
key activities and identification and engagement with key partners.
❖ Internal Coordination
• Build capacity of WFP Somalia staff on all aspects of partnerships and external relations by developing and providing appropriate
training, to ensure consistent, accurate, and quality external partnerships that deliver desired impact.
• Contribute to the strengthening of internal coordination and partnerships across WFP Somalia functions and offices in Somalia.
• Perform other duties as required.
Skills and qualifications
Education: Advanced degree in Political Science, International Development, Law, Marketing communications or relevant field or First
University degree with additional years of related work experience and/or training courses.
Experience: At least Five (5) years of relevant experience in International Development or International Relations.
Language: Fluency (level C) in English. Intermediate knowledge (level B) of a second UN language is a plus.
Other Knowledge and Skills:
• Relationship/partner management and Resource mobilization,
• Excellent writing and analytical skills,
• Project management, proposal writing and report writing.
• Knowledge of financing for development. Prior knowledge of Somalia or WFP would be an asset.
• Ability to work under pressure and in stressful situations.
• Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook); experience with GIS platforms is an asset.
