- Background
Minister of Labor and Social Affairs is seeking Operations Team Leader for Baxnaano Project. The Operations Team Lead will report to the Project Manager and is expected to lead the Operations Team responsible for implementation and delivery of all activities supported under the project. The Operations Team Leader must ensure compliance with operational protocols in MoLSA’s Operation Manuals, ensuring close coordination relevant ministries, authorities, agencies and departments on day-to-day operational issues.
- Responsibilities of the assignment
The overall responsibilities of Operations Team Leader are (i) Ensuring effective implementation of various Baxnaano interventions in line with MoLSA’s Operation Manuals and in compliance with MoLSA’s commitments to financiers in accordance with financing agreement(s). Monitor and ensure compliance of Project Operations Manual, fiduciary SOPs and safeguards standards, with the help of relevant team members, (ii) Supervise and guide the work of Baxnaano Operations team on design, planning and implementation of operations including communication, mobilization, enrollment, case management, monitoring and evaluation, payments, trainings, grievance management and economic inclusion in consultation with implementation stakeholders, (iii) Work closely with the Baxnaano team members in organizing relevant learning events, including workshops, training arrangements, and in writing progress and other reports, as deemed necessary by the project management, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Master degree in one of the following areas: Social Sciences, Public Administration, Development Studies, or a related field
- At least 7 years of experience in project management, preferably in social protection or related sectors
- Experience in monitoring and evaluation, financial management, and capacity building
- Proficiency in English as well as in Somali languages is a must.
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
- The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
