The Central Bank of Somalia was established in 1968 as the country’s financial regulatory institution. After years of insecurity, fragility, and economic decline due to the collapse of the state in 1991, The Central Bank was revived and strengthened with the CBS Act of 2011. The Act laid a new foundation to regulate and boost the country’s finance sector and facilitate economic growth.

1- Role
The IT department of the central bank is a critical component of the organization that is responsible for ensuring the smooth and efficient functioning of the bank’s information technology systems. The infrastructure division is responsible for the implementation, maintenance, and management of the bank’s technology infrastructure and for providing technological support to all areas of the bank. The primary responsibilities of the INS division include the development, implementation, and maintenance of the bank’s computer systems, networks, and software applications. This includes the implementation of hardware and software upgrades, the management of software licenses, and the maintenance of hardware and software security. The INS division also plays a critical role in ensuring the security and protection of the bank’s information technology systems. Overall, the INS division of the central bank plays a critical role in the bank’s operations, providing essential technological support to all areas of the organization and ensuring the security and protection of its information technology systems.
The Central Bank of Somalia is looking for a skilled network administrator with extensive knowledge of networking to support the organization in maintaining and enhancing its network infrastructure. This role involves overseeing daily operations, performing maintenance, troubleshooting issues, implementing system updates, and providing technical guidance to ensure the smooth functioning and security of the organization’s computer network. Responsibilities include managing network equipment such as routers, switches, firewalls, and IP telephony systems.
The ideal candidate will have a strong understanding of network protocols, including TCP/IP, DNS, DHCP, and VLANs, as well as security measures involving firewalls, intrusion detection/prevention systems, and VPNs. Proficiency in subnetting is also essential. Your expertise will be crucial in ensuring the seamless operation of our vital infrastructure while providing reliable, durable, and cost-effective solutions for all IT-related needs. Strong analytical skills, meticulous attention to detail, and a comprehensive understanding of networking principles are vital for this position.
2- General Description
The Network Administrator Officer is responsible for overseeing the daily operations, maintenance, and security of the organization’s computer network infrastructure. Include network equipment, routers, switches, firewall, and IP telephony. Brings in reliable, durable, and cost-effective solutions for all IT related needs.
3- Duties and Responsibilities
Configure and manage network switches, routers, firewalls, and other network devices to enforce security policies and maintain proper network segmentation.
Evaluate, test, and deploy all software and hardware upgrades to the networking infrastructure.
Configuration and deployment of core and peripheral network devices, which will require continuous learning of new.
Ensures network security by ensuring proper user accessibility and being able to reasonably guard against the most complex threats to security that will face our network.
Troubleshoots and solves the most complex network connectivity problems, including monitoring the network for problems, diagnosing problems, and taking the appropriate corrective measures to ensure an expedient resolution.
Proactive monitoring of all network devices, services, and servers using a combination of tools to ensure high availability and SLA’s.
Collect and review network utilization data for capacity and planning purposes
Implement and manage network security protocols to protect data and prevent unauthorized access.
Manage & troubleshoot network and Internet connectivity throughout the organization.
Maintain up-to-date knowledge of emerging tools and technologies.
Research, evaluate and recommend technologies to support business requirements.
Rigorously create and maintain documentation for all processes and procedures.
Collaborate with and support the work of other staff engaged in similar functions
Coordinate with the rest of the IT team to meet the team objectives.
Receiving and responding to incoming calls, e-mails, or pages regarding network operations and/or problems.
Installing, configuring, and troubleshooting access points.
Document network configurations, procedures, and troubleshooting steps for future reference.
Maintain accurate documentation of network configurations, changes, and diagrams.
Prepare reports on network performance and issues.
Support for All CBS Branches: Provide comprehensive network support for all Central Bank of Somalia branches, ensuring consistent connectivity and performance across the organization.
Perform other duties as assigned by the line manager
Skills and qualifications
Education:
Bachelor’s degree in computer science, information technology, or a related field
Must have Cisco Certified Network Associate (CCNA)
A Cisco Certified Network Professional (CCNP) certification will be considered an asset.
Fortinet Certified Professional Network Security (FCNSP) certification will be considered an asset.
Must have experience in FortiGate firewall.
Experience:
3 years of experience as a network administratorStrong understanding of Linux systems and networking
Networking Protocols: Deep understanding of network protocols like TCP/IP, DNS, DHCP, and VLANs.
Experience with network hardware (cisco switch, router and firewall)
Experience with security measures to protect computer networks.
Experience network security concepts like firewalls, intrusion detection/prevention systems, and VPNs.
Experience with Forti-Analyzer, FortiNAC, and SIEM tools
Strong knowledge of Windows, Linux, and Unix operating systems
Experience with Microsoft Active Directory
Cloud computing experience
Experience with virtualization technologies
Experience with disaster recovery and business continuity planning
Experience with compliance regulations
Experience with monitoring and alerting tools
Experience with network security protocols and technologies
Language:
Operationally fluent in both Somali and English.

This documentation can be helpful for other IT staff, as well as users who need to understand how the network works.
• System security: Responsible for ensuring the security of systems. This can include things like implementing security policies and procedures, configuring security settings, and monitoring security threats.
• Network performance: Responsible for ensuring that the network performs as expected. This can include things like monitoring system resources, identifying and resolving performance bottlenecks, and optimizing system settings.
• Network maintenance: Responsible for maintaining systems, which can include things like updating software, performing backups, and resolving hardware issues.
• Network upgrades: Responsible for upgrading systems, which can include things like installing new software, hardware, or firmware.
• Network monitoring: Responsible for monitoring systems, which can include things like tracking system performance, identifying and resolving problems, and reporting on system status.
• Network troubleshooting: Responsible for troubleshooting systems, which can include things like identifying and resolving problems, restoring systems to a working state, and documenting troubleshooting steps.
• Network training: Responsible for training users on how to use systems, which can include things like providing documentation, conducting training sessions, and answering questions.
