Job Description

The Position:

The SRH/GBV Specialist is located in Hargeisa, Somaliland. Under the direct supervision of the Deputy Representative, the SRH/GBV Specialist provides programmatic and technical leadership to the office and contributes to the effective management of UNFPA programmes on all aspects related to planning, implementation, monitoring, and reporting of SRH/GBV activities. He/She will provide technical and programmatic support, advice and guidance to UNFPA programmes to ensure alignment with national priorities related to SRH and GBV. He/She will support national partners, including government and CSOs to design and implement SRH/GBV programmes in line with UNFPA programming/financial policies and procedures.

Job Purpose:

To ensure timely implementation of responsibilities and tasks the SRH/GBV Specialist would be responsible for, but not limited to the following:

He/She will coordinate and provide management supervisory oversight of the Hargeisa sub-office. He/She will work closely and oversee the work of the programme team as well as consultants, advisors, and experts. He/She will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to contribute to achieving UNFPA’s mandate.

You would be responsible for:

  • Coordinating with Government counterparts, NGOs and other partners, overseeing the design and implementation of the country programme and its component projects to ensure alignment with Government priorities and UNFPA programme policies and procedures.
  • Oversee achievement of programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented.
  • Routinely undertake review of the political, social and economic environment relevant to UNFPA programme activities, and pursue opportunities for UNFPA assistance and intervention.
  • Assess the implications of new policy developments and strategies on programme execution, and ensure their integration.
  • Oversee project implementation; establish partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.
  • Ensure effective knowledge management strategies are implemented by the programme team; capturing lessons learned and best practices for future planning;
  • Participate in advocacy and resource mobilisation efforts of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events
  • Reporting of project activities on a timely basis, which includes keeping track of project activities, collecting service delivery data, analysing trends, and recommending appropriate updates to program implementation to ensure project objectives are met.
  • Provide appropriate updates to program implementation to ensure that development and humanitarian programme activities for UNFPA
  • Undertake any other activities/responsibilities as needed by UNFPA Leadership.

Qualifications and Experience: 

Education:  

Masters’degree in Public health, Reproductive Health, Gender, Development Studies, population, demography and/or other related social science discipline, with f ive years of relevant experience.

Knowledge and Experience: 

  • Five years of increasingly responsible professional experience in the field of development and population activities;
  • Two of those Five years must be in the fields of Public Health, Medicine, Gender and/or other related social science disciplines;
  • Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and  consultants;
  • Experience in drafting and implementing legislation;
  • Field experience in complex emergencies, including humanitarian emergency response, is an asset;
  • Prior experience in the UN system is an asset.

Languages: 

Fluency in oral and written English and Somali languages is essential.
