Background
Datashiil is conducting a comprehensive baseline assessment for the Dan-guud Project, a transformative social welfare initiative designed to empower marginalized communities in Somalia. This project is focused on assessing socio-economic conditions across Banadir, Jubaland, Galmudug, and Southwest State, targeting critical areas such as education access, healthcare services, livelihood opportunities, and community resilience.
The Monitoring and Evaluation (M&E) Officer will play a vital role in ensuring data quality, monitoring progress, evaluating outcomes, and producing actionable insights to guide project implementation and inform stakeholders.
Scope of Work
The M&E Officer will be responsible for the following tasks:
- System Monitoring:
- Develop and implement monitoring frameworks to track the progress of the baseline assessment.
- Ensure data integrity and consistency across all regions.
- Regularly review field data and provide feedback for quality improvement.
- Data Management:
- Oversee data collection processes, ensuring alignment with Datashiil’s methodologies.
- Maintain an organized and secure database for quantitative and qualitative data.
- Conduct data cleaning, validation, and analysis for accurate reporting.
- Report Writing:
- Compile and present detailed baseline survey reports.
- Develop actionable recommendations based on findings.
- Prepare progress reports for internal and external stakeholders, adhering to deadlines.
- Capacity Building:
- Provide training and guidance to enumerators and field teams on data collection tools and techniques.
- Support knowledge sharing among team members to enhance overall project capacity.
- Analytical Skills:
- Analyze socio-economic trends within the targeted regions.
- Identify key challenges, opportunities, and gaps based on collected data.
- Provide insights to guide intervention strategies for the Dan-guud Project.
- Stakeholder Engagement:
- Collaborate with internal teams and external stakeholders to ensure project alignment.
- Present findings in stakeholder meetings, highlighting key outcomes and recommendations.

- Regular monitoring and evaluation reports.
- Comprehensive baseline assessment report.
- Analytical insights and actionable recommendations for the Dan-guud Project.
- Training sessions and capacity-building workshops for field teams.
Qualifications and Experience
- Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, or related field.
- Proven experience in monitoring and evaluation, preferably in social welfare or development projects.
- Strong skills in data management, system monitoring, and analysis.
- Excellent report writing and presentation skills.
- Proficiency in using M&E tools and data analysis software.
- Ability to work collaboratively in multicultural and field-based settings.
- Strong attention to detail and problem-solving abilities.
