- Background
Minister of Labor and Social Affairs is seeking a knowledgeable and well-experienced advisor to coordinate different stakeholders involved in the implementation of the Ministry’s agenda with the aim of reducing vulnerability and alleviating poverty. The horizontal and vertical alignment and harmonization of all stakeholder activities is also required to take place across ministries where the Ministry’s policy is operationalized by activities across sectors as well as along the hierarchy of structures or different structural levels. The Technical Advisor will provide strategic advice, expertise, and recommendations to enhance the design, implementation, and monitoring of Ministry policies.
- Responsibilities of the assignment
The overall responsibilities of Technical Advisor are (i) Provide high-level policy advice on reforms, strategies, and frameworks to MoLSA management, (ii) Use their in-depth contextual understanding, technical expertise, and relationship-building skills to achieve and deliver MoLSA’s strategic ambition, (iii) Identify innovations, support research to validate and refine novel policy approaches, and disseminate findings through papers, professional conferences, and other approaches, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Master’s degree in Development Studies, Social Policy, social sciences, or a related field. Leadership for Social Protection knowledge is an advantage.
- At least 15 years of professional experience at the national level in the field of public administration and governance and at least five (5) years’ experience working on Labor and Social Affairs agenda and in project/program management, supervision, administration, and implementation of policies and programs.
- Understanding and experience of analysis of labor and social affair policies and programs
- Technical requirements: good knowledge of leadership, governance and management for public sector entities, programs and policy.
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
- The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
