The incumbent will collaborate with the Operations and Programme teams in Somalia, as well as other relevant partners and the Ministries of Health to ensure effective management of procurement, inventory, logistics and supply chain processes. This will include quality control and monitoring of Reproductive Health Commodities at all levels up to the last mile. He/ She will support the office in supply chain management including supporting planning, purchasing, inventory management, managing logistics information, updating information in Shipment Tracker, making commodities available to beneficiaries at the last mile and supporting downstream quality monitoring of activities. He/ She will execute and apply established procedures and contribute to the creation of substantial knowledge by compiling, synthesizing, and analyzing information relating to RH product supply problems, guarantee traceability, quality control and monitoring of Reproductive Health Commodities at all levels of the supply chain as part of the implementation of Last Mile Assurance (LMA).Task Description
1.1. Strategic and Technical Functions • Liaise with the operations and programme managers to develop the commodity procurement plan for the country office. • Timely, submit requests for quotation and all supporting documents to Supply Chain Management Unit (SCMU) • Complete all field office pre-shipment coordination activities (e.g., warehouse readiness checks, notifying IPs, obtaining customs clearance documentation, authorizing shipments) • Timely monitor Order Tracking System (OTS) data and other order tracking tools for information on the status of shipments and any evidence of issues requiring field office follow-up action. • Ensure timely completion of customs clearance procedures to ensure that all commodities ordered are delivered on time and that they comply with the required technical specifications indicated in the purchasing plans. • Prepare handover documents and coordinate the preparation of shipments with the warehouse focal points or managers, as appropriate. • Ensure quarterly reporting of contraceptive stock status by the Federal and State Ministries of Health and partners in respective states • Support the FMOH and other implementing partners receiving UNFPA supplies to conduct quarterly stock status review and submit the report to SCMU and communicate any issues regarding supplies to the Country office RHCS/SRH Team Leader • Ensure that temperature and humidity logs are maintained at facilities where RH commodities are stored, including during customs clearance. • Coordinate with the national authorities, international and national NGOs and UN agencies and the logistics clusters in logistics in humanitarian setting • Coordinate with the warehouse focal point in-country inventory stock counts and reconciliations, safe disposal of expired and damaged goods. • Ensure the appropriate handover documents to IPS are promptly completed, signed, uploaded in the shipment track and properly filled • Provide oversight to physical inventory stock counts, logistics indicators assessments, and related surveys. • Tracking of products, coordination of their arrival and ensuring timely custom clearance process of commodities inventories purchased and managed by the CO. • Ensure that RH commodities and pharmaceutical products are transported under approved environmental conditions, in approved vehicles and by authorized drivers both for in country shipments and state distributions • Perform all relevant LMA process activities (Supply Chain Maps, Supply Chain Capacity Assessment, Supply Chain Management Risk Assessment, Programme Supplies Reports, Audits and Spot-checks) in line with the WHO Good Storage and Distribution practices as well as reinforcing the quality of data submitted through the Logistics Management Information System in use in the Country • Support the Ministries of Health and other implementing partners in the preparation, completion and submission of Quality Quarterly Stock Status Reports (QSR) to supply chain management unit (SMU • Provide advice and technical support to health facilities and warehouse personnel on good storage and distribution practices as well as ensuring accurate data entry and reporting through LMIS tools • Provide downstream support on quality monitoring of RH commodities such as temperature monitoring and control, adequate storage space, expiry product management • Work with relevant parties to ensure health product safety and stock accountability at all levels of the supply chain. • Assist in collection, and documentation of RHCS interventions within the regions and share lessons learned and success stories for improved programming, advocacy work • The Supply Chain Management Analyst actively participates in interagency coordination meeting to ensure UNFPA’s needs in common systems and service are met. 1.2. Monitoring Functions: • Regularly undertake monitoring missions to the central and state and warehouses to assess stock status of RH commodities and storage conditions and prepare substantive reports of the missions and administrative follow-up actions. • With the experts of the MOH and local partners investigates reported stock-outs and stock imbalances, and takes immediate action to remedy these situations, • Provide support to the process of quarterly and annual technical and financial programmed reviews through the preparation of internal documents to assess progress of implementation. • Ensure functional flow of information through effective use of all communication media written, verbal and electronic. • Regularly perform risk management of the supply chain processes and ensure that risks are managed and corrective measures are put in place • On behalf of UNFPA Somalia, participate actively in all initiatives and meetings pertaining to supply chain and RHCS/FP • Organize and participate in the evaluation and periodic technical reviews of the country program • Undertake any other assignments that may be given by the RHCS/ SRH program Specialist Performs any other duties as requested by His/her supervisor.Competencies and values
