Oxfam Novib Somalia/Somaliland is looking for an Logistic Officer
Duty station: Moqadishu
Type of appointment: Fixed term (National Position)
Contract duration: 12 months with possibility of renewal

TEAM PURPOSE:
Humanitarian & Resilience team works with partners and communities before, during, and after crises to build resilience to climate and fragility, save and sustain lives, and together address the root causes of conflict and disasters.
Job Purpose:The Logistics Officer is responsible for overseeing and optimizing logistics operations to support the organization’s operational and strategic needs in the area. This role involves managing transportation, warehousing, inventory, and ensuring the efficient flow of goods and materials from suppliers to end-users. Working closely with the Procurement Officer, the Logistics Officer plays a key role in enhancing supply chain efficiency and reducing costs while maintaining high standards of quality and safety.
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Logistics Management
- Oversee the transportation and distribution of goods, equipment, and supplies to support field operations, ensuring timely and efficient logistics support.
- Manage fleet operations by coordinating vehicle schedules and driver assignments, meeting transportation needs for both staff and materials effectively.
- Monitor vehicle usage, fuel consumption, and maintenance schedules to maintain cost-effective, safe, and reliable transportation services.
- Ensure that all vehicles are regularly serviced and meet safety standards, maintaining an updated record of fleet status and performance.
- Ensure compliance with local transportation regulations and safety standards, updating policies and procedures as necessary.
Procurement Support
- Manage local procurement processes in compliance with Oxfam’s policies, including supplier selection, price negotiations, and timely delivery of goods.
- Manage the procurement of goods and services for the area office, ensuring adherence to procurement guidelines and obtaining approvals as required.
- Maintain an updated database of local suppliers and service providers, including negotiated rates and contracts, and establish strong relationships with key vendors.
- Track and record all procurement activities, maintain accurate records of orders and inventory, and report on procurement status regularly.
Inventory and Asset Management
- Maintain an accurate inventory of office supplies, equipment, and assets, ensuring adequate stock levels and timely replenishment.
- Ensure that all office assets are labelled, registered, and tracked in accordance with asset management policies.
- Conduct periodic inventory audits to verify stock levels and asset condition, coordinating with relevant teams for repairs or replacements as needed.
- Ensure safe and appropriate storage and handling of goods, especially for perishable or sensitive items, adhering to best practices and regulatory requirements.
Compliance and Reporting
- Ensure compliance with Oxfam’s logistics and administrative policies, providing regular updates on logistics activities to the Area Office Manager.
- Prepare and submit monthly reports detailing procurement, inventory, and logistics activities, as well as any notable issues or concerns.
- Support internal audits by providing necessary documents and information related to logistics and administrative activities.
Team Coordination and Training
- Coordinate closely with the logistics team in Hargeisa, warehouse staff, and other relevant teams to align logistics activities with organizational priorities and program requirements.
- Provide training and guidance to logistics staff and relevant team members on best practices, safety protocols, and logistics software usage.
- Participate actively in emergency preparedness and response planning, ensuring logistics support is in place for potential crises or rapid response scenarios.

Essential:
- Education: Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or a related field.
- Experience: Minimum 3-5 years of experience in logistics management, preferably within an international or non-profit organization.
- Technical Skills: Proficiency in logistics management software, ERP systems, and inventory management systems. Familiarity with GPS tracking and fleet management tools.
- Strong verbal and written communication skills, with fluency in English; knowledge of additional languages is advantageous.
- Excellent organizational and multitasking abilities, with a detail-oriented approach and the ability to work under pressure.
- Competence in analysing supply chain data, inventory levels, and logistics metrics to drive informed decisions.
- Advanced skills in Microsoft Office Suite, particularly Excel for data analysis and reporting.
Desirable
- Working experience in Somalia and with Oxfam.
- Experience working within an emergency response or highly complex and dynamic environment.
- Willingness to travel within the area as required for logistics coordination
