Duty Station: The position will be based in Nairobi, Kenya, and provide support to the Somalia UNFPA office

Duration: 11months, with the possibility of extension based on performance and funding

Background
In 2024, the United Nations Population Fund (UNFPA) Somalia, with support from the Korea International Cooperation Agency (KOICA), launched a multi-year project (2024–2027) to enhance access to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services for vulnerable populations, particularly women and girls. The project also aims to promote youth and adolescent engagement to strengthen resilience.

To ensure effective monitoring, evaluation, and learning (MEL) from the project’s activities, UNFPA Somalia seeks to recruit a Monitoring and Evaluation (M&E) Officer. The M&E Officer will play a crucial role in tracking project progress, ensuring quality data collection and analysis, and supporting evidence-based decision-making and reporting

2. Duties and Responsibilities

The M&E Officer will work under the direct supervision of the Deputy representative and in close collaboration with UNFPA Somalia’s Humanitarian, M/E, SRH, GBV, A&Y and P&D units, and implementing partners.  The officer will be responsible for:

Monitoring, Evaluation, and Learning

  • Develop and implement an M&E framework aligned with UNFPA corporate guidelines and KOICA donor requirements.
  • Manage the project performance monitoring systems, including indicators, baselines, and targets.
  • Provide support to enhance regular field monitoring visits to assess project progress and ensure compliance with quality standards.
  • Facilitate periodic project performance reviews, including mid-term and final evaluations.
  • Coordinate data collection, verification, and validation processes to ensure reliability and accuracy.
  • Ensure that lessons learned, and best practices are documented and incorporated into future programming.
  • Oversee the development of standardized monitoring tools including appropriate templates for quarterly monitoring.
  • Provide technical guidance to thematic units in framing realistic and measurable M&E indicators clearly linked to activity work plans.
  • Support the development of programmatic proposals, work plans, and budgets.
  • Represent UNFPA in meetings and training related to M&E.

Data Management and Reporting

  • Establish and maintain a database for tracking project indicators and results.
  • Analyze data to generate evidence-based insights for programme improvement.
  • Support the preparation of donor reports by providing high-quality M&E inputs, including data analysis and visualization.
  • Develop case studies, human-interest stories, and learning briefs based on project findings.

 Required Qualifications and Experience

Education:
●     (Master’s level) in Monitoring and Evaluation, Statistics, Demography, Public Health, Social Sciences, or a related field. A first-level university degree with two additional relevant experience may be accepted in lieu of an advanced degree.

Experience:
●    Minimum of three (3) years of experience in implementing M&E systems in development or humanitarian settings is required
●    Proven experience in data collection, analysis, and visualization using statistical software (SPSS, Stata, R, or Power BI).
●    Familiarity with monitoring, particularly in SRH and GBV programming, is an asset.
●    Experience working with UN agencies and NGOs is desirable Knowledge of donor reporting requirements, particularly KOICA, is highly desirable.
●    Experience in managing Korean projects is highly desirable .

Language requirements 
●    Proficiency in spoken and written English language

Skills and Competencies:
●    Strong analytical and problem-solving skills.
●    Excellent report-writing and data presentation abilities.
●    Proficiency in digital data collection tools such as Kobo Toolbox, ODK, or CommCare.
●    Ability to work independently and as part of a team in a complex and dynamic environment.
●    Strong interpersonal and communication skills, with the ability to engage diverse stakeholders.
