Individual Consultant: Monitoring and Evaluation Specialist

1. Background

The federal Government of Somalia has received Financing from African Development Bank towards Households’ Access to renewable Energy and advanced Clean Cooking Technologies (HAREACT) in which the Ministry of Energy and Water Resources is a beneficiary of a grant component and intends to apply part of the proceeds for HAREACT & consulting services.

The Ministry of Energy and Water Resources (MoEWR) will establish a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination and implementation of the Households’ Access to renewable Energy and advanced Clean Cooking Technologies (HAREACT) Project. The Ministry intends to engage a consultant to work as Monitoring and Evaluation Specialist within the PIU.

The MoEWR of the Federal Government of Somalia is seeking an Individual Consultant as a Monitoring and Evaluation Specialist to support the African Development Bank (AfDB) funded HAREACT energy Project.

Skills and qualifications

The candidate should have the following desired qualifications and experience:

ü   A Bachelor’s Degree in Monitoring and Evaluation, Development Economics, Statistics,

Public Administration, Business Administration, or a related field from a recognized institution;

ü  A Master’s Degree in Monitoring and Evaluation, Development Economics, Statistics, Public Administration, Business Administration, or a related field from a recognized institution is an added advantage Minimum five (5) years of work experience in monitoring and evaluating complex, large, multi-year international energy sector development programs in developing countries

ü   Minimum of 3 years should be on planning, monitoring and evaluation of development projects

ü   Demonstrated strong management, coordination, teamwork and planning skills

ü   Firm command of the M&E issues with respect to improvements in quality energy services and support programs.

ü   Familiarity with energy management information systems and M&E systems.

ü  Strong technical skills, including ability to process and analyse data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, STATA, MS Acces

ü  Excellent verbal, written interpersonal and presentation skills in English, Somali an asset

ü   Knowledge and experience of ICT-based Office applications and tools (word processing, spreadsheets and data processing, PowerPoint)

The Monitoring and Evaluation Specialist (individual consultant) will provide the following key tasks, roles and responsibilities to support M o E W R activities and HAREACT Project at the Ministry of Energy and Water Resources of the Federal Government of Somalia:

v  Design a sound project M&E Strategy that includes all activities, outputs, outcomes, indicators, data collection methods, timing, and costs (leveraging on input from all relevant project PIUs and beneficiaries);

v  Establish a Management Information System (MIS) that keeps track of all project activities, results, and lessons learned; and assist in defining monitoring and evaluation requirements at the different levels of project implementation;

v  Validate the baseline measurements of the Project Development Objective (PDO) matrix included in the Project Appraisal Document and agreed between the Government and the AfDB.

v  Ensure timely collection of data as envisioned in the M&E Framework; and manage or supervise external consultants to ensure data collection (or surveys) with quality, accuracy, and adequacy in a timely manner.

v  Prepare two Performance Monitoring Plans (PMP) for project and results respectively, including routine service delivery data reporting, baseline and end-line assessments, and all monitoring for process and outcome evaluations

v  Contribute to the reporting of results to the PIU and the AFDB, including providing written documentation on M&E activities and indicators results for quarterly progress and annual reports, as appropriate.

v   Liaise with MOEWR and other project departments on project M&E activities.

v  Provide feedback to implementing PIU on strengthening their monitoring and result reporting system

v  Provide leadership and direction on M&E issues to the PIU to ensure the project achieves its goals, corresponding objectives and targets

v  Monitor project interventions, document results and provide feedback to stakeholders to guide decision-making

v  Facilitate review of project performance: Develop monthly analysis of project data, share data in project steering committee meetings, support identification of areas of improvement, track progress.

The individual consultant (Monitoring and Evaluation Specialist) reports to the project coordinator of the PIU under the Ministry of Energy and Water Resources. The duty station will be in Mogadishu

The MoEWR now invites Individual consultants to indicate their interest in providing the above-described services. Interested individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

A shortlist of three to six individual local Experts will be established at the end the request of expressions of interest. The consultants on the shortlist will be evaluated on the following

criteria on the basis of their updated resume.

The Shortlisting criteria will be:

1. General qualification — 30%

2. Adequacy for the assignment: Evidence in preparation of planning, monitoring and evaluation of development projects preferably in the Energy Sector — 40%

3. Relevant experience related in Monitoring and Evaluation (M&E), with a demonstrated history of designing, implementing, and managing M&E systems and frameworks of donor funded projects an added advantage and Relevance credentials for similar position, preferably in similar conditions — 20%

4. Language proficiency in English (Knowledge of and Somali is an added advantage) — 10%

The expected contract start date is Auguest 2025 and the estimated duration of services is 12 months. The contract may be extended for additional period depending on satisfactory performance of the consultant and availability of budget.
