Head of Section

Role Description

This is a full-time, on-site position for a Head of Section within the Somali Government, based in Mogadishu. The Head of Section will be responsible for overseeing departmental operations, ensuring efficiency, and driving performance. Key duties include implementing policies, managing staff, coordinating projects, optimizing resource allocation, and ensuring departmental objectives are met. The role demands strategic leadership, organizational oversight, and adherence to governmental regulations and standards.

Key Responsibilities:

• Provide strategic leadership and ensure the efficient execution of departmental functions.
• Develop and enforce policies, procedures, and regulatory frameworks in line with government mandates.
• Manage day-to-day operations, ensuring optimal workflow and productivity.
• Supervise, mentor, and evaluate staff to enhance team performance.
• Coordinate with government agencies, stakeholders, and external partners for policy alignment and implementation.
• Oversee budget planning and resource allocation to maximize efficiency.
• Monitor and evaluate departmental programs and initiatives, ensuring they align with national development goals.
• Ensure compliance with government regulations and public service ethics.

Qualifications & Competencies:

• Proven leadership, strategic planning, and decision-making abilities.
• Strong project management and budgeting expertise.
• Excellent communication, negotiation, and interpersonal skills.
• Experience in policy development, implementation, and evaluation.
• Extensive knowledge of government administration and public sector operations.
• Bachelor’s or Master’s degree in Public Administration, Political Science, Governance, or a relevant field.
• Strong problem-solving skills with the ability to navigate complex governmental structures.
• Ability to work under pressure and manage multiple priorities effectively.
