Job Description

NRC is seeking a Gender-based Violence (GBV) Coordinator for anticipated Somalia Empowering Women through Education and Skills “Rajo Kaaba” Project, World Bank (WB) funded through the Ministry of Education, Culture and Higher Education (MoECHE). The GBV officer will provide technical support to NRC and partners project staff for fully mainstream GBV and safeguarding measures throughout the project cycle and all activities. The postholder will support the grants team to ensure that international, NRC SIP standards and donor guidance on gender is included in the planning and implementation, train staff and support stakeholders on key gender issues, promoting safe and gender inclusive programming.

Generic responsibilities

1.    Adherence to NRC policies, guidance, and procedures.
2.    Provide specialized guidance and technical assistance to ensure that gender considerations and GBV risk mitigation are effectively integrated into all aspects of the project.
3.    Lead rapid gender and GBV risk analysis and community consultations to inform the project implementation, ensuring participation of women, men, boys, girls, of all ages in all decision-making related to the implementation of the project.
4.    Support the programme teams to implement gender sensitive interventions and Gender Mainstreaming in PCM, including the meaningful participation of young women.
5.    Capacity building of NRC staff and partners on the Basics of Gender in Humanitarian Action and Gender Mainstreaming.
6.    Take on the role of overall PSEA Focal Point and Accountability Focal Point for the project.
7.    Play a key role in M&E progress towards gender and GBV integration objectives.

 

Specific responsibilities

•    Support Environmental and Social Safety assessment as per the WB guidelines.
•    Support rapid gender and GBV risk analysis in collaboration with Community Feedback Mechanism (CFM) coordinator and the regional gender advisor to inform the project implementation. Ensure activities implementation approaches addressing existing gender barriers and challenges, understanding social and cultural norms around gender to mitigate potential risks, ensuring the meaningful participation of young women.
•    As relevant, support Education technical teams in the fulfilment of Gender Equality and Protection from Gender-Based Violence.
•    With the support of regional gender advisor, conducts project gender audits and provide recommendation to address audit findings.
•    Work closely with CFM Coordinator to ensure the feedback mechanisms are gender sensitive.
•    Train staff and partners on the Basics of Gender in Humanitarian Action, Gender Mainstreaming in PCM and NRC’s Safeguarding Mechanisms early in their recruitment/partnership.
•    GBV sub-Cluster representation

 

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.

In this position you will join highly motivated and expert staff who are making a difference to the most vulnerable people.

Generic professional competencies for this position: 

•    Education: University degree, in social sciences, gender, public health, law, project management, or any other similar discipline.
•    Experience: At least five (5) years of overall professional experience, in supervising GBV prevention and response activities.
•    At least Three (3) years’ experience in conducting awareness campaigns on women’s rights, gender equality, GBV, and / or reproductive health considered an asset and the meaningful participation of young women and men in gender issues..
•    Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV.
•    Excellent command of Somali and English and strong ability to write reports and conduct trainings, Females are strongly encouraged for this role.

Context related skills, knowledge and experience: 

•    Strong analytical and communications skills; demonstrated ability to apply gender analysis in the programme design and implementation
•    Ability to demonstrate sensitivity to gender issues
•    Strong inter-personal skills (ability to demand results and be empathetic, non-defensive but decisive, firm and resilient)
•    Experience and ability to train others and transfer knowledge
•    Knowledge of the gender context in Somalia and familiarity with relevant tools for GBV mainstreaming
What We Offer:

Contract period: Subject to approval of the contract by the donor.

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: TBC – flexible (Mogadishu, Kismayo, Baidoa Somalia)
