1. Background

The federal Government of Somalia has received Financing from African Development Bank towards Households’ Access to renewable Energy and advanced Clean Cooking Technologies (HAREACT) in which the Ministry of Energy and Water Resources is a beneficiary of a grant component and intends to apply part of the proceeds for HAREACT & consulting services.

The Ministry of Energy and Water Resources will establish a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination and implementation of the Households’ Access to renewable Energy and advanced Clean Cooking Technologies (HAREACT) Project. The Ministry intends to engage a consultant to work as Environmental Safeguards Specialist within the PIU.

The Ministry of Energy & Water Resource (MoEWR) of the Federal Government of Somalia is seeking an Individual Consultant as an Environmental & social Safeguards Specialist to support the AFDB funded HAREACT energy Project.

The candidate should have the following desired qualifications and experience:

• A Bachelor Degree in Environmental Science, Natural Resources Management, Sociology, Waste Management, Ecology or other relevant fields.

• A Master’s Degree from an accredited University in Environmental, Project Management, Business Administration or related field will be an added advantage.

• Knowledge of Environmental Health and Safety is an added advantage

• Minimum of 5 years relevant professional work experience in environmental impact assessments, environmental audits, legal and policy review, and formulation of project action plans for environmental safeguard management in projects financed by international donor agencies (preferably the AFDB)

• Conversant with relevant national and state environmental laws

• Knowledge and experience of ICT-based Office applications and tools (word processing, spreadsheets and data processing, PowerPoint)

• Knowledge and experience of AFDB’s Environmental and Social Framework and operations and the specific context of Somalia or in fragile and conflict situations considered an asset

• Excellent analytical, communication, writing, presentation/facilitation and editorial skills in English; Somali language skills an asset

The Environmental Safeguards Specialist (individual consultant) will provide the following key tasks, roles and responsibilities to support the Environmental activities and HAREACT Project at the Ministry of Energy and Water Resources of the Federal Government of Somalia:

• Identify all environmental risks and mitigation measures as per the AFDB’s Environmental and Social Framework and ensure they are incorporated into the environmental safeguards instruments and oversee their preparation. Environmental safeguards instruments will include: The Environmental Management Framework including an EMF for CERC activities, a Stakeholder Engagement Framework, Labour Management Procedures, an Environmental and Social Commitment Plan, Security Management Procedures, developed by consultants experienced in these areas and employed by the Federal Ministry of Energy and Water Resource, as well as the Infection Control and Waste Management Plan

• Provide technical support to the PIU and FMS. the Environmental Specialists in: (i) Screening, scoping and assessing the environmental risks and impacts of the proposed project activities; (ii) Reviewing mitigation and enhancement measures for environmental risks and impacts proposed by the PMTs; and (iii) Providing guidelines/instruments to the PCIU and FMS PMTs in the preparation of safeguards documents in compliance with AFDB safeguards policies; and (iv) Monitoring implementation of environmental safeguards and assessing the efficacy of mitigation measures, in compliance with AFDB safeguard policies and international best practices

• Provide technical oversight to consultants and part-time Environmental Specialists at the PMT in the preparation of environmental safeguard instruments, including site-specific Environmental and Social Assessment and Management Plans (ESAMPs) and ICWMPs

• Ensure that the legal and binding commitments for the prudent management of project-level environmental risks and impacts, as enumerated in the project’s Environmental and Social Commitment Plan, are implemented

• Familiarization with the Environmental and Social Framework (ESF) of the AFDB

• Familiarization with project documents including Environmental Management Framework (EMF), Environmental and Social Commitment Plan (ESCP) and the Infection Control and Waste Management Plan (ICWMP) for the project

The individual consultant (Environmental &social Safeguards Specialist) reports to the project coordinator of the, Project Implementation Unit under the Ministry of Energy and Water Resources. The duty station will be in Mogadishu, Somalia.

The MoEWR now invites Individual consultants to indicate their interest in providing the above-described services. Interested individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

A shortlist of three to six individual local Experts will be established at the end the request of expressions of interest. The consultants on the shortlist will be evaluated on the following criteria on the basis of their updated resume.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by an individual Consultant does not imply any obligation on the part of the MoEWR to include him/her in the shortlist

The expected contract start date is August 2025 and the estimated duration of services is 12 months. The contract may be extended for additional period depending on satisfactory performance of the consultant and availability of budget.
