Position Title: Eligibility Assistants
Number of Positions: 27 positions (for the number of positions in each location, please refer to the duty station below).

Duration: Four (4) Weeks in Bosaso and Two (2) Weeks in other locations (Galkayo, Garowe and Gardo) with no possibility of extension

Duties and Responsibilities
Under the direct supervision of KAALO and UNHCR, the incumbent will be deployed in the eligibility profiling desks as part of the workflow for the enhanced verification (hereafter referred to as “verification exercise”) to conduct eligibility interviews and assessments of asylum seekers in the areas under SO Galkayo coverage, and will undertake the following responsibilities:
Responsibilities:
Participate in the eligibility component of the enhanced verification exercise in accordance with the verification workflow and standards by undertaking the following tasks:
· Stay abreast of relevant Country of Origin Information and procedures for refugee status determination, considering the special needs of women, children, and elderly applicants.
· Assist in the implementation of Refugee Status Determination strategies and methodologies for asylum seekers.
· Conduct eligibility interviews and assessments when required in accordance with standards and guidance.
· Counsel and respond to queries from asylum seekers and refugees regarding UNHCR’s Refugee Status Determination procedures and their rights and entitlements, as guided by UNHCR Protection staff.
· Maintain accurate and up-to-date records and data related to all individual interviews and assessments of cases.
· Identify persons with specific needs and ensure timely referral to UNHCR protection staff for follow-up as required.
· Collaborate with protection staff and/or partners in the delivery of assistance and programming, including the provision of identity and entitlement documentation.
· Act as interpreter and translator when needed.
· Perform other related duties as required.
Authority
· Refer cases to other workstations during the verification exercise as per the workflow.
Skills and qualifications
Essential & Desirable Minimum Requirements
· 3 years of relevant work experience with a high school diploma or 2 years of relevant work experience with a bachelor’s or equivalent degree, preferably in Law, refugee protection, human rights, or international humanitarian law.
· Judgment and decision-making skills.
· Excellent oral and written communication skills.
· Strong interpersonal and cross-cultural communication skills.
· Working knowledge of and experience with MS Word, MS Excel, MS Outlook. Good knowledge of the UNHCR proGres database is an added advantage.
· The ability to work effectively under stress and in crisis situations.
· Organizational awareness.
· Age, gender, and diversity (AGD) awareness and demonstrated ability to perform effectively in a multicultural environment.
· Knowledge of international refugee law and human rights and the ability to apply the relevant legal principles is an asset.
Accommodation/Feeding: Selected candidates are expected to work 6 days per week and 8 hours a day and to follow KAALO and UNHCR code of conduct. They will also be responsible for their accommodation, transportation, and feeding.
