Overview of position Nature of the consultancy:

  • Develop a detailed & accessible training manuals & facilitator guidelines for establishing Women Networking Groups (WNG) in partnership with local & state level stakeholders & implement capacity building training sessions.

Project context & scope:

  • Despite significant progress over several decades, Somalia continues to encounter considerable obstacles emerging from fragile institutions, ongoing security concerns including the Alshabaab insurgency & complex political dynamics hindering economic progress & stability. These challenges are coupled by environmental degradation & climate related hazards, displacement & insecurities with women & girls experiencing a disproportionate impact. Gender disparities remain distinct, particularly within rural communities, where structural barriers, rooted in traditional & patriarchal norms, continue to restrict women’s participation in public life, politics & social spheres.
  • To elevate the roles of women in society & empower them in decision making processes, stabilization partners are working together to create encouraging environment through carefully tailored gender sensitive activities. Prioritized initiatives are mainly focused on the local & community driven strategies / activities aimed at enhancing inclusion & protections for women’s rights while trying to address context specific harmful practices. In the same effort, our client’s Community Stabilization Unit (CSU) in Somalia is encouraging a gender sensitive approach to stabilization processes by supporting community led & locally owned structures through the formation of the woman’s groups & peer to peer support networks.
  • Established platforms are recognized as valuable community avenues aimed at advocating for gender inclusion across various social & local structures. The primary objective is to enable informed decision making within the local level for the development of effective & legitimate local governance by ensuring that woman voices are always considered & are fully integrated.
  • At the same time, available instruments & national policy documents & strategies (e.g. Wadajir framework & National Transformation Plan (NTP)) are yet to fully incorporate & acknowledge the significance of gender inclusion within local governance structures. Thus, the formation of WNG’s in partnership with local authorities & stabilization partners represents a promising advancement for broader stabilization efforts & enhancement of women’s representation within the social fabric.
  • Our client is seeking to recruit a technical expert to support the establishment of WNG’s in collaboration with our client & the local governments. The role also involves developing capacity building training materials & delivering training to enhance leadership capabilities, increase self assurance & empower women to take on leading roles within their communities through peer to peer participatory network.

Submission of the comprehensive report outlining lessons learned

Project reporting This role reports to the line manager.
Key competencies
  • Bachelor’s in social sciences, international development, education or a related field.
  • Proven track record in designing & delivering capacity building trainings, preferably within humanitarian or development contexts & in Somalia.
  • Strong facilitation & communication abilities, especially in multicultural & diverse environments.
  • Experience in developing training manuals & contextualizing facilitator guidelines for varied audiences.
  • Ability to synthesize lessons learned & prepare comprehensive reports for stakeholders.
  • Willingness & capacity to travel to remote or challenging locations within Jubaland & Hirshabelle.

Further information
  • The consultant will travel to Jubaland & Hirshabelle (& other FMS if required) to conduct trainings & must be able to work in remote locations.

Qualification Bachelor’s in social sciences, international development, education or a related fiel (essential).
Sector experience Minimum of 5 year/s of demonstrable relevant experience in developing training manuals & contextualizing facilitator guidelines for varied audiences & a proven track record in designing & delivering capacity building trainings, preferably within humanitarian or development contexts & in Somalia (essential).
Geographical experience Minimum of 5 year/s of experience in Africa (essential).
Languages Fluent in English (essential).
Fluent in Somali (desirable).
