INTRODUCTION.

SOS Children’s Villages Somalia is a child-focused organization committed to ensuring that children grow up with the care, protection and support they need. Through community-based programmes and strategic partnerships with government institutions, civil society organizations, humanitarian agencies and development partners, SOS Children’s Villages Somalia addresses the needs of vulnerable children, families and crisis-affected communities. The organization is guided by its commitment to safeguarding, accountability, inclusion, localization and the responsible management of resources.

As part of its commitment to strengthening humanitarian coordination and locally led responses, SOS Children’s Villages Somalia is leading the development of the Somalia Joint Response (SomJR) a three-year humanitarian programme funded by the Dutch Relief Alliance (DRA) for implementation from 2027 to 2029. The consortium brings together SOS Children’s Villages Somalia, Oxfam, Help a Child/Mediar and the Stichting Vluchteling/ International Rescue Committee (IRC), alongside several National Non-Governmental Organizations (NNGOs).

The SomJR programme aims to deliver an integrated, coordinated and locally informed humanitarian response that addresses the immediate needs of crisis-affected populations while strengthening community resilience and addressing longer-term vulnerabilities. Through collaboration among international and national partners, the consortium seeks to promote effective programme delivery, strengthen local partnerships and ensure that interventions are responsive to the evolving humanitarian context in Somalia.

As the Lead Agency, SOS Children’s Villages Somalia will provide overall strategic leadership and coordination of the consortium, ensuring effective collaboration, sound programme management, accountability to affected populations and compliance with donor requirements.

To support the successful implementation of the Somalia Joint Response (SomJR), SOS Children’s Villages Somalia invites applications from qualified and experienced professionals for the position of Consortium Manager. The successful candidate will provide overall operational leadership and coordination of the consortium, ensuring effective implementation of the approved programme, strong collaboration among consortium members and national partners, and achievement of the programme’s intended results

Job summary:

The Consortium Manager will provide strategic, operational and coordination leadership for the SomJR. The post holder will ensure that consortium members and NNGO partners work collaboratively towards agreed outcomes, that joint programme processes are effectively managed, and that implementation meets donor requirements, agreed quality standards and SOS Children’s Villages Somalia policies. The role will facilitate integrated humanitarian and longer-term programming, strengthen partnership and localization, and support evidence-based decision-making and adaptive management.

KEY JOB RESPONSIBILITIES

Consortium Leadership, Governance and Coordination

  • Lead day-to-day coordination of SomJR in accordance with the approved programme, consortium agreement and governance arrangements.
  • Facilitate effective collaboration among SOS Children’s Villages Somalia, Oxfam, Help a Child, SV and participating NNGO partners, ensuring clarity of roles, responsibilities and deliverables.
  • Organize and facilitate consortium coordination meetings, planning workshops, technical working groups, periodic reviews and joint decision-making processes.
  • Support the functioning of the consortium governance structure, prepare agendas and decision papers, document decisions, and track agreed actions.
  • Promote transparent communication, constructive problem-solving and timely escalation of operational or strategic issues.
  • Represent SomJR in relevant donor, government, humanitarian coordination and other stakeholder forums, as delegated and in line with agreed protocols.

2. Integrated Programme Planning and Implementation

  • Coordinate the development, consolidation and periodic review of consortium workplans, implementation schedules, milestones and deliverables.
  • Promote an integrated response that links timely humanitarian assistance with appropriate resilience, recovery and longer-term interventions within the approved programme scope.
  • Ensure that Member and NNGO partner activities are complementary, geographically and technically coordinated, and aligned with the programme’s objectives and results framework.
  • Facilitate joint field visits and implementation reviews, identify bottlenecks and ensure timely follow-up on agreed corrective actions.
  • Support the consortium to adapt implementation in response to changing humanitarian conditions, access constraints, community feedback and monitoring evidence, subject to donor and governance approvals.

3. Grant, Budget and Compliance Management

  • Coordinate consortium-level grant management processes and ensure that Members and Partners understand their contractual, reporting and compliance obligations.
  • Work closely with SOS finance and consortium finance focal points to monitor budget utilization, forecasts, burn rates and variances, and to address emerging issues.
  • Coordinate timely consolidation and quality assurance of narrative and financial reports, ensuring consistency between reported activities, results and expenditure.
  • Monitor delivery against the approved results framework, workplan, budget and donor milestones; flag delays and risks and facilitate mitigation measures.
  • Support the preparation and review of budget revisions, no-cost extensions, amendments and other donor submissions, as required.
  • Promote compliance with donor rules, consortium agreements, SOS policies, procurement and partnership procedures, and applicable regulatory requirements.

4. Partnership, Localisation and NNGO Engagement

  • Promote meaningful participation of NNGO partners in planning, decision-making, implementation, monitoring and learning.
  • Support equitable and accountable partnership practices, including clear agreements, timely information sharing, proportionate compliance processes and follow-up on partner commitments.
  • Work with consortium members to identify partner capacity-strengthening priorities and facilitate mentoring, peer learning and organizational development support.
  • Ensure that partnership and localization commitments in the approved programme are reflected in implementation and reviewed periodically.
  • Build and maintain effective relationships with local authorities, community structures, civil society and other relevant actors.

5. Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Work with the MEAL team and consortium partners to ensure harmonized monitoring, reporting and learning arrangements in line with the approved results framework.
  • Facilitate periodic performance reviews and use monitoring data, evaluations, community feedback and contextual analysis to inform management decisions.
  • Promote accountability to affected populations, including accessible feedback and complaints mechanisms and timely response to feedback.
  • Coordinate documentation and dissemination of good practices, lessons learned, programme adaptations and evidence of results.
  • Support timely completion and use of baseline, review, evaluation and other learning exercises as required by the programme.

6. Risk Management, Safeguarding and Do No Harm

  • Coordinate identification, monitoring and mitigation of programme, financial, operational, security, partnership and reputational risks across the consortium.
  • Promote conflict-sensitive, gender-responsive, disability-inclusive and protection-aware programming.
  • Ensure that safeguarding, prevention of sexual exploitation and abuse, child safeguarding and safe programming are integrated into consortium coordination and partner practices.
  • Ensure that safeguarding concerns, fraud allegations, serious incidents and other critical issues are promptly reported through established procedures, maintaining confidentiality.
  • Promote appropriate data protection and responsible handling of personal and sensitive information.

7. Strategic Positioning, Representation and Resource Mobilisation

  • Contribute to strategic positioning of SomJR with donors, coordination mechanisms, government and other stakeholders.
  • Support development of proposals, concept notes and programme adaptations that build on consortium learning and remain aligned with the consortium’s mandate and capacities.
  • Ensure that programme results, challenges and learning are communicated accurately and in accordance with donor visibility and SOS branding requirements.
  • Identify opportunities for collaboration and complementarity with other humanitarian and development initiatives, avoiding duplication and supporting coherent response.

Qualifications

  • Master’s degree in humanitarian action, development studies, social sciences, international relations, project management or a related field. A relevant Bachelor’s degree with substantial relevant experience may be considered.
  • At least 7 years of progressively responsible experience in humanitarian or development programme management, including substantial experience coordinating multi-partner programmes, consortia or complex grants.
  • Demonstrated experience in grant management, donor compliance, budget monitoring, partner agreements and consolidated narrative and financial reporting.
  • Strong understanding of humanitarian response, programme cycle management, programme quality, MEAL and adaptive management.
  • Experience working with national and international NGOs, donors, government authorities and humanitarian coordination mechanisms, preferably in Somalia.
  • Demonstrated ability to facilitate collaboration, manage diverse stakeholder relationships, resolve operational challenges and support joint decision-making.
  • Strong written and verbal communication, facilitation, negotiation, analytical and report-writing skills.
  • Fluency in English and Somali, both written and spoken.
  • Ability and willingness to travel to programme locations, subject to security and access conditions.

Desirable

  • Experience with the Dutch Relief Alliance or other multi-agency humanitarian funding and consortium arrangements.
  • Experience working with NNGOs and implementing localization commitments in humanitarian programming.
  • Experience in integrated or multi-sector humanitarian response and multiannual programming that links emergency assistance with resilience or recovery.
  • Previous experience with a child-focused organization or in child protection, safeguarding or family strengthening.
